The 28th United Nations Climate Change Conference, known as COP28, was held from November 30 to December 13, 2023, at Expo City in Dubai, United Arab Emirates. 1. Transitioning from Fossil Fuels: For the first time in COP history, the final agreement, known as the UAE Consensus, has explicitly called for a shift away from all fossil fuels. This agreement commits the countries involved to gradually move away from carbon energy sources “in a just, orderly, and equitable manner” to lessen the harsh impacts of climate change and reach net-zero emissions by 2050. UN Climate Change Executive Secretary Simon Stiell referred to this moment as “the beginning of the end” for the fossil fuel era.
2. Renewable Energy and Energy Efficiency Goals: Nearly 120 countries pledged to triple global renewable energy capacity and double energy efficiency by 2030. However, reports suggest that progress has been slower than needed, with forecasts indicating a significant gap in reaching the 11 terawatts (TW) target for renewable energy capacity by 2030.
3. Climate Finance Pledges: The conference successfully mobilized around $85 billion in climate finance commitments. This includes over $700 million dedicated to the loss and damage fund, which aims to support vulnerable nations impacted by climate change.
Controversies and Criticisms:
The selection of the UAE, a major oil producer, as the host country, and the appointment of Sultan Al Jaber, CEO of the Abu Dhabi National Oil Company, as COP28 president, sparked debates about potential conflicts of interest. Critics expressed concerns over the influence of petrostates on climate negotiations and the risk of greenwashing.
