This important step under India’s Smart Cities Mission involved the launch of the Digital House Address Project by the Indore Municipal Corporation (IMC), which uses QR codes and GPS to replace current address systems.  Once established, the Pilot project can now change the way urban administration is practiced in cities, beginning with improved service delivery for urban citizens, and opportunities to standardise India’s irregular address system.

The Digital House Address Project was recently launched with an active pilot in Ward 82 of Sudama Nagar, and the next steps in rolling the project out further across the city.  To the best of our knowledge, it is the first QR code based address plates installed in India, readily integrated with the Digipin initiative, the pilot is shaping up to be an example of a scalable digital infrastructure for cities across India.

In parallel, New Delhi’s NDMC is also preparing to launch their own version of the project, which represents a growing trend towards digitising address formats across the country.

Important features of the Digital House Address Project

• The QR-coded plates are granting to every household in urban Indore, carved out of metal with a unique QR code for every house.

• The QR codes are reference a geographic co-ordinate, which links the QR codes to the unique property every QR code will identify.

• The address is a reference to the central government’s postal index number initiative, Digital Postal Index Number (Digipin).

• Citizens will be able to pay taxes, raise complaints, and access utility service providers, all with a simple mobile scan.

• This is consistent with India’s current Smart Cities and Digital India initiatives.

Aim and Objectives

  • Simplify address identification
  • Enhance service delivery
  • Improve emergency response
  • Digitise civic interaction
  • Create data-driven governance

History, Static Facts

• Pilot launched in Ward 82 of Sudama Nagar, Indore.

• The first project of its type in India.

• Connected with the national Digipin database.

• QR-based plate as digital address ID.

• Sanctioned by Madhya Pradesh Urban Development Department.

Advantages and Significance

• Efficiency of Services: allows by fast and accurate service delivery of municipal services.

• Emergency Support: ambulance/police/hard services will be able to reach an address without confusion to location.

• Digital Governance: allows for propriety mapping and real-time grievance redressal.

• Urban Planning: allows for the city to have relevant and accurate data for developmental decisions.

• E-commerce: will allow for easier delivery in cities with no addresses.

In a landmark diplomatic move, Russia has recognized the Taliban government in Afghanistan for the first time since the latter seized power in August 2021. In an important shift in international relations, Russia’s recognition may affect how other countries will deal with Afghanistan in the future.

Official Recognition Announced by the Russian Government

On July 3, 2025, the Russian Foreign Ministry announced that it has taken the Taliban off its list of organisations prohibited for entry, paving the way for full recognition of diplomatic relations. To formalise the process, Russia accepted the credentials of Afghanistan’s new ambassador, Gul Hassan Hassan, appointed by the Taliban-led government in Kabul.

In a statement, the Ministry of Foreign Affairs said the official recognition would strengthen cooperation between Afghanistan and Russia on a bilateral basis. It added that it had taken the decision to formally accept Taliban diplomats after reviewing the realities in Afghanistan and deciding it was in the practical interests of Russia to engage with the new regime.

Taliban Welcomes the Recognition

In response, Afghanistan’s Foreign Ministry, under the control of the Taliban, welcomed the announcement and deemed it a historic step. Amir Khan Muttaqi, the Taliban Foreign Minister, called Russia’s acceptance of their government “a good example for other countries to follow.”

The Taliban expressed hope that countries will now see the Russian example and begin to have official relations with Afghanistan that would lead to recognition of their government.

Background: Taliban’s Comes Back to Power

Taliban regained power in August 2021 when U.S. and NATO withdrew troops from Afghanistan. The Taliban has controlled the country since, but without recognition from the vast majority of international community over concerns relating to human rights, women’s education and political inclusion.

Thereafter the Taliban regime had been governing de facto, but with little connection to international institutions and foreign governments without recognition.

Why Russia’s Position Matters

For Russia to officially recognize the Taliban regime, holds significant political weight. It is a permanent member of the UN Security Council and play a huge role in matters of security and diplomacy in Central and South Asia.

In officially recognizing the Taliban regime, Russia will be the first significant power to basically legitimise the opportunity for full diplomatic relations with Afghanistan under the Taliban. This eventually could be the tipping point for other neighbouring states such as China, Iran, and Pakistan that have engaged with the Taliban but have not taken the step to legitimacy.

  • Jio’s Broad Network Reach
  • Jio currently has its 5G network covering 98% of India’s population.
  • Jio has extended its coverage into rural and tier-2 and tier-3 cities.

Impact and Significance of the Development

Through Jio Airfiber, users now have access to high-speed internet for,

  • E-commerce
  • Healthcare (telemedicine)
  • online jobs/businesses
  • FWA will spur digital inclusion across underserved groups and covid-19 endangered places of living.
  • Jio will be the model for affordable broadband service delivery for developing countries in emerging economies.

 Global Attention

Jio’s Global FWA Model is being assessed and learned about from top international telecom companies that are considering how Jio deployed Fixed Wireless Access in unserved and emergent markets.
