On July 6-7, 2025, Prime Minister Narendra Modi also attended the 17th BRICS Summit in Rio de Janeiro, Brazil. At this summit, BRICS leaders discussed global reforms, peace and security, multilateral cooperation, and the rising impact of Artificial Intelligence (AI). This summit, like the preceding summit held in 2020 in Russia, was important because it was a forum to magnify the voice of the Global South and manifest a more just global order.

On Global Governance and Security

During the session on “Reform of Global Governance and Peace and Security,” PM Modi emphasized that global institutional reform is essential, particularly with regard to the UN Security Council, IMF, World Bank and WTO. He stated that “the institutions we are discussing were formed in the twentieth century, and even if there is no reform, why ought we expect that they will work to solve the world’s issues?” PM Modi also noted that the other leaders’ consensus on reforming the UN was addressed in the Summit Declaration.

On peace and security, PM Modi raised the issue of growing manifestations of terrorism mentioning the Pahalgam terror incident in April 2025. He argued it was not simply a case of attacking India, but as an attack against all humanity. He called on the global community to take determined action against terrorism, and to hold individuals accountable who support terrorism and/or shelter terrorists. He expressed appreciation for the BRICS member states speaking against this attack, and noted that there should be no tolerance, and no double standards on terrorism.

Call for Dialogue Amid Global Conflicts

Modi also spoke about the ongoing conflicts in West Asia and Europe, describing them as serious matters. He said India has always believed in resolving disputes through dialogue and diplomacy and is ready to help in any peace efforts. This shows India’s consistent role as a peace supporter on the world stage.

Strengthening Multilateralism Through Multilateral Economic-Financial Affairs and AI

During the second session on “Multilateral, Economic-Financial Affairs and AI,” the Prime Minister also spoke about BRICS remaining unified to navigate turbulence and uncertainty in global change. He proposed four themes to strengthen BRICS:

1. The BRICS New Development Bank’s (NDB’s) financing of projects should respond to the real needs of countries and stimulate long-lasting development.

2. BRICS must promote a Science and Research Repository to focus support on Global South countries.

3. BRICS should build stability in critical mineral supply chains to reduce risk.

4. BRICS, by working together, have an opportunity to develop Responsible AI in the balance between innovation and AI governance.

Dr. Jitendra Singh, Minister of State for Science and Technology Union Minister, launched the National Biobank at CSIR-IGIB on July 6, 2025, in New Delhi. The facility will allow researchers to collect health and genetics data of people across India to advance the early detection of disease and ultimately personalized treatment options for every individual.

India’s First National Biobank Launch

This first Biobank in India was commenced as a result of the Phenome India project, which aims to collect health, genetics, and lifestyle data of 10,000 individuals around India. The Biobank concept was modelled from the UK Biobank, but adapted to be useful in tracking and coordinating India’s diverse stratified population. This collected data will enable doctors and scientists to improve their knowledge of diseases such as cancer, diabetes, heart disease and rare genetics disorders.

Dr. Jitendra Singh stated that personalized treatment for healthcare that utilizes the specific genes and lifestyle habits of a person will become a reality for each individual soon. He stated that the data and work being done in India will enable personalized treatment that works better, faster and provides effective resolutions to medical conditions. The launch event took place at the CSIR-Institute of Genomics and Integrative Biology (IGIB) facility in New Delhi.

Addressing India’s Specific Health Needs

Dr. Singh noted that Indians experience particular health problems, not least central obesity, which is not always external but increases health risks. He stated the Biobank will be able to decode these hidden health risks and produce better solutions for Indian bodies. He also spoke of the need for strong partnerships among scientists, government departments, and industry, so that research can be translatable into useful products and treatments.

Progress in CRISPR and Other Research

The minister applauded the CRISPR-based genome editing work being done in India, especially relating to treatment of diseases like sickle cell anaemia and liver fibrosis. He said India is no longer lagging on science issues, and is now leading on topics like quantum tech, AI, and genomic medicine. The data from the Biobank will also aid future work in these areas.

Dr. N. Kalaiselvi, Director General of CSIR said the Biobank is the start of “baby steps” to assist India’s progress to become the world leader in health research. She stated the need to collect deep and detailed health data from India’s many different regions and communities. Dr. Souvik Maiti, Director of CSIR-IGIB advised on the institute’s journey in genomics and work on women’s health, COVID-19, rare disorders, and even space biology.

Himachal Pradesh has become the first state in India to implement Aadhaar-based face authentication (FaceAuth) for dispensing ration under the Public Distribution System (PDS). This new approach started in July 2025, is quicker and easier for individuals to authenticate their identity, and addresses technical problems that had arisen due to OTP and fingerprint authentication.

New technology for Ration Distribtuion

The Himachal Pradesh government has rolled out a new method to authenticate the identity of ration card holders via FaceAuth, which is done by scanning the facial characteristics of a person using a camera on a smartphone. This authentication is linked to the individuals Aadhaar number; this replaces the older authentication methods such as biometric fingerprints or OTP (one-time passwords) which fail often because of poor mobile network coverage or the mismatch of a fingerprint – which leaves them unable to access their deserved ration.

This face authentication is captured using a mobile application that has been downloaded on the Fair Price Shop (FPS) dealer’s phone. When the beneficiary comes to collect the ration, the dealer runs a scan of the beneficiary’s face using the app, and this face scan is matched against the Aadhaar details.

Importance of the Change

OTP-based verification had often resulted in problems with the verification process owing to SMS delivery problems, especially in the remote hilly areas of the state. Similarly, and also with biometric fingerprint scans, many transactions did not get completed as the UIDAI (Unique Identification Authority of India) system flagged them as errors or the fingerprint was too worn out.

As a solution to this, the Himachal Pradesh Department of Digital Technologies and Governance (DDTG) designed and rolled out the FaceAuth system to ensure that ration distribution could be quicker, easier, and ultimately authentic and fair for all eligible people.

Announcement and Future Plans

Gokul Butail, Principal Advisor to Chief Minister, said that this is an important digital step toward better public service delivery. One of the features of the FaceAuth system is that it will improve the success rate of authentication, as well as the time it takes to get ration.

In the view of the state government, the new method will help get more people their ration without delays and will improve inclusive and smooth access to essential food supplies. It is expected that this system will be utilized on a large scale in all Fair Price Shops in the state in the coming months.

According to the World Bank, India was ranked fourth in the world for equality by the Gini Index for 2025. With a rating of 25.5, India has achieved considerable equality of income, for many developed countries are below India’s ranking. This significant for such a large and diverse country demonstrates that government initiatives and efforts to reduce poverty create meaningful change.

The GINI Index measures equality of income (population of country) an index of 0 indicates perfect equality (everyone sharing resources equally) but 100 suggests total inequality (truly unequal, where one or few people share all the resources). India’s grading of 25.5 indicates a level of equality experienced by is one of the most equal countries in the world, ranking just behind Slovak Republic (24.1), Slovenia (24.3) , and Belarus (24.4).

India’s ranking exceeds that of China (35.7), the United States (41.8), nor countries in the G7 or G20. In 2011, India’s Gini score was 28.8, demonstrating a gradual and stable process of economic development that has improved equality levels over the past ten years. The original report published by the World Bank used data collected between 2019/2020 to 2022/2023 for the report which surveys 167 countries over a wide range of aspects.

Big Drop in Poverty Rates

India’s progressively improved equality coincides with the rapid reduction in poverty. The World Bank’s Spring 2025 Poverty and Equity Brief reports that extreme poverty has declined from 16.2% in 2011-12 to just 2.3% in 2022-23, suggesting that 171 million Indians emerging from poverty levels over the past 12 years.

In terms of the new global poverty line of $3/day the poverty rate for 2022-23 is still low (5.3%), reflecting the longer, long-term commitment predominantly towards betterment of lives for the population in urban and rural settings.

Important Government Schemes That Have Helped

There are numerous government schemes that have contributed to reduced poverty, and increased income equality. A few of these include,

• PM Jan Dhan Yojana: More than 55.69 crore people now have bank accounts which facilitate direct transfer of the benefit.

• Aadhaar & DBT (Direct Benefit Transfer): More than 142 crore Aadhaar cards have been issued providing that the benefits reach the real beneficiary. DBT has saved the government ₹3.48 lakh crore.

• Ayushman Bharat: This health scheme has issued more than 41.34 crore cards offering free treatment up to ₹5 lakh per family, per year. There is also a special scheme for those 70+ age group without income considerations.

• Stand-Up India: This scheme provides loans to SC/ST and women entrepreneurs which has funded ₹62,807 crore.

• PM Vishwakarma Yojana: A total of 29.95 lakh artisans are registered and they have received tools, support for training, and support for credit.

• PMGKAY (Free Food Grains Scheme): It has reached 80.67 crore beneficiaries ensuring food security during most adverse times such as COVID-19.

Prime Minister Narendra Modi received the ‘Key to the City of Buenos Aires’ (Key of the City) during a ceremonial presentation on his preordained official bilateral visit to Argentina from July 6, 2025. PM Modi received the symbolic award to honor his attempts to enhance the bilateral relationship between India and Argentina. The ‘Key of the City’ was presented ceremonial act of trust and friendship by Jorge Macri, who is the Chief of the Government of the City of Buenos Aires. The Ministry of External Affairs (MEA) noted that this was the award to celebrate PM Modi’s role in bringing together India and Argentina. Upon receiving the award, PM Modi gave his regards for the hospitality that he had been afforded during his visit, he then transferred several photographs and messages via his official X (formerly Twitter) account.

PM Modi also visited Plaza San Martin, pays respect to the national hero of Argentina, General Jose de San Martin. PM Modi praised San Martin as a leader, this is part of PM Modi’s appeal as a leader during the South America struggle for freedom. The general pace of the visit was one of respect for culture and shared values.

Strengthening India-Argentina Ties

PM Modi had a meeting and top-level talks with President Javier Milei. In their meeting, the two leaders reaffirmed and celebrated 75 years of diplomatic relations and committed to expanding collaboration in the areas of defence, energy, agriculture, mining and trade. Argentina will supply lithium and shale gas to helping India meet its energy needs. PM Modi also asked for an easier entry for Indian medicines into Argentina. In addition, they held discussions on working together in sports and education. Finally, Modi invited President Milei to visit India in the future.

The Rajasthan government launched a new scheme on July 4, 2025, named the “Pandit Deendayal Upadhyay Poverty-Free Village Scheme.” In the first phase, it will provide relief to families below the poverty line in 5,000 villages through financial assistance. The scheme aims to alleviate poverty by empowering people to earn more income through self-employment and jobs.

Assistance to Poor Families to Become Self-dependent

The scheme is focused on the families living below the poverty line (BPL) and allows each selected family to earn the maximum assistance of up to Rs 1 lakh from the scheme if they want to start work or a small business. Also, the women in self-help groups (SHGs) can receive Rs 15,000 per family for the purpose of increasing their earnings and employment. The scheme is uniquely designed to facilitate livelihoods, so that people can stand on their own again.

Incentive to Families Who Have Overcome Poverty

For families that have worked hard and behaved responsibly and now live above the poverty line, the government will support their efforts with an incentive of Rs 21,000. The government will directly transfer the incentive amount of Rs 21,000 into their verified bank accounts. At present, the task of validating bank accounts has been carried out for 17,891 out of 22,400 eligible families. It’s also noteworthy that families who mobilized to meet the above-poverty line require an ‘Atmanirbhar Parivar Card’ which states they have moved ahead into becoming self-sufficient.

Identifying Poor Families and Arrangement Plans

In identifying deserving families, the government had previously noted 30,631 BPL families in 5,002 villages using old BPL records received in 2002 and new surveys. Additionally, more than 61,000 applications for assistance have been received from families that are struggling or continue to live in poverty. Now, the administration is developing a specifically tailored Arrangement Plan for each village. These plans will connect each person, as needed, with existing government schemes for skill in learning, vocational training and employment support for financial assistance.

Elon Musk wrote on his social media platform X that a new political party, called the America Party, has emerged. He said this party would allow people to “get their freedom back,” in addition to providing a backlash against wasteful spending and corruption in Washington, D.C. Musk also indicated a poll he had recently posted on his account, showing most users wanted a new political party. He stated that the current political system is broken and only benefits the powerful.

Why Musk Is Upset with Trump

As noted earlier, Musk used to have a close relationship with Donald Trump. He even participated in election rallies while Trump was in office and was part of his inner circle of advisors. However, Musk’s claims about Trump turned sour when Musk left the government cabinet in May 2025. Trump’s Response and Tension

After Musk’s exit, Trump hit back. On his platform Truth Social, Trump mocked Musk for depending on government subsidies and hinted at investigating his companies. Trump also removed green subsidies in his “big, beautiful bill” — a new law focused on taxes and spending. He claimed Musk had gotten more government support than anyone in history. This added to the tensions between the two former allies.

What Happens next?

As of now the Federal Electoral Commission hasn’t recognized if Musk’s America Party is even registered. There is also no designation of who will be the leader to the start of any party or participation in the upcoming elections. Starting a new third party in the US system is unlikely but Musk may be able to leverage his notoriety and wealth (potentially) to gain some exposure. But who knows what the American public will respond to and will do next. As of now the public and media is awaiting to see what Musk will do next.
