Kerala Becomes First Fully Digitally Literate State in India.

Kerala has been officially declared the first fully digitally literate state in India, marking the successful completion of Phase I of the Digi Keralam project.

The achievement stems from the “Digi Keralam” programme, launched in 2023, with the goal of extending the digital revolution and e-services to all residents, irrespective of age. 

  • It also builds upon Kerala’s earlier Akshaya project, which made Malappuram the first e-literate district in India.

The initiative aimed to bridge the digital divide by providing basic digital skills training to residents across all local bodies.

The project surveyed 1.5 crore individuals from 83.46 lakh families to assess digital literacy levels. Targeted interventions identified 21.88 lakh digitally illiterate persons, of whom 21.87 lakh (99.98%) successfully completed training and evaluation.

The initiative adopted an inclusive approach, ensuring participation even among senior citizens, exemplified by 104-year-old M.A. Abdullah Moulavi Baqavi. Training was delivered through local bodies, reflecting Kerala’s tradition of decentralisation and participatory governance.
