On Thursday, the last day for vendors to submit\nresponses to an Express of Interest (EoI) floated by the defence ministry on\nFebruary 12, at least three international original equipment manufacturers\n(OEMs) submitted proposals to build their helicopters through an Indian\nindustry designated as \u201cstrategic partner\u201d (SP).<br>\n<br>\nThe OEMs who have responded include Lockheed\nMartin, Airbus and Bell Helicopters. Business Standard learns that the vendors\nproposals were not opened today. They are likely to be opened on June 3.<br>\n<br>\nThis NUH acquisition, which the defence ministry\ngreen lighted on August 25, is the first one being processed under the SP\nprocurement model. This involveschosen Indian SP firms building major defence\nplatforms in India with niche technologies and production knowhow supplied by a\nforeign OEM.\n\n\u201cThe\nOEMs have been mandated to set up [a] dedicated manufacturing line, including\ndesign, integration and manufacturing processes for NUH in India and make [the]\nIndian manufacturing line as a global exclusive facility for the NUH platform\nbeing offered,\u201d stated the MoD in February, while releasing the EoI.<br><br>\nBusiness Standard learns that the navy has\nlisted out six \u201cmust-have\u201d technologies that the OEMs must transfer as part of\nthe contract. In addition, the vendors will be required to transfer\n\u201cmanufacturing technology\u201d that will drive the assembly line.<br><br>\nThe proposal for building 111 helicopters allows\nthe OEM to deliver the first 16 from its home production facility, but at least\n95 helicopters must be manufactured in India with an ambitious level of 60 per\ncent indigenisation stipulated.<br><br>\nThe Indian SPs are likely to be chosen from\namongst Tata Advanced Systems Ltd, Mahindra Defence, Adani Defence, Larsen\n&amp; Toubro, Kalyani Group and Reliance.<br><br>\nWhile the SP model of procurement was intended\nprimarily for private sector firms, Hindustan Aeronautics Ltd (HAL) and Indo-Russian\nHelicopters Ltd (IRHL) \u2013 a joint venture set up by HAL, Russian Helicopters and\nRosoboronexport to manufacture the Kamov 226T light helicopter in India under\nan Indo-Russian inter-governmental agreement (IGA) \u2013 have also applied to be\nSPs.<br><br>\nThe NUH, which must be optimised for ship usage\nwith facilities like foldable rotors is being procured to replace the navy\u2019s\nvintage French-origin Chetak helicopters. Flying from warships, the NUH will\ncarry out tasks like search and rescue, casualty evacuation, ferrying\npassengers from ships and low intensity maritime operations (LIMO) such as\ndropping torpedoes.<br><br><br>\nNaval multi-role helicopter (NMRH) ::<br><br>\nAlso in the pipeline is the procurement of 24\nMH-60 Romeo \u201cnaval multi-role helicopters (NMRH) from Lockheed Martin on a\nsingle vendor basis. The navy has sent Lockheed a Letter of Request and is\nexpecting a Letter of Acceptance this week.<br><br>\nThe DAC green-lighted the NMRH procurement on\nAugust 25, 2018. This is being acquired through the Foreign Military Sales (FMS)\nroute, which means there will be no tendering. Instead, the US Department of\nDefense (Pentagon) will negotiate a price with Lockheed Martin, based on the\nprice at which the US military procured the most recent tranche of MH-60 Romeo\nhelicopters.<br><br>\nIn FMS purchases, the buyer country typically\npays less than the US military did for a platform.
