He was also given a space in two new panels formed\nThursday to spur growth and job creation.<\/p>\n\n\n\n<p>The redrafting of the committees,\nwithin a span of just 16 hours from the first announcement, appears to be an\nattempt to avoid the media&#8217;s glare, which was quick to point out that Singh was\nleft out of the key panels, despite being number two in the government as per\nprotocol. This was in stark contrast to Home Minister Amit Shah&#8217;s position, who\nis part of all&nbsp;10 panels,&nbsp;raising a question over a new pecking order\nin the government with Shah perceived to be the de facto number two.<\/p>\n\n\n\n<p>By convention, the person who\ntakes oath right after the prime minister (Singh in this case) is usually\nconsidered the number two in the government, and presides over the Cabinet and\nthe political affairs committee in the absence of the prime minister.<\/p>\n\n\n\n<p>After the amended composition,\nSingh will also be a part of Cabinet Committee&nbsp;on Parliamentary Affairs,\nCabinet Committee&nbsp;on Political Affairs, Cabinet Committee&nbsp;on\nInvestment &amp; Growth as well as Cabinet Committee&nbsp;on Employment &amp;\nSkill Development.<\/p>\n\n\n\n<p>Earlier among the eight key\nCabinet Committees reconstituted by the Centre, Singh was part of only two\nCommittees ie&nbsp;Cabinet Committee&nbsp;on Security and Cabinet\nCommittee&nbsp;on Economic Affairs. He will now also chair the Cabinet\nCommittee on Parliamentary Affairs.&nbsp;The Cabinet Committee on Political\nAffairs takes all important political decisions in the ruling dispensation.\nSingh headed the Cabinet Committee on Parliamentary Affairs in the last\ngovernment.&nbsp;The panel takes all decisions pertaining to Parliament\nmatters.<\/p>\n\n\n\n<p>Home Minister Amit Shah&nbsp;finds\nrepresentation in all of them while Prime Minister is on-board six committees\nbarring Cabinet Committee&nbsp;on Parliamentary Affairs and Cabinet\nCommittee&nbsp;on Accommodation.<\/p>\n\n\n\n<p>The lone Cabinet\nCommittee&nbsp;having only Prime Minister Modi and Home Minister Shah on board\nis Appointments Committee of the Cabinet. Union Minister of Finance, Nirmala\nSitharaman, has been roped-in for six committees ie&nbsp;Cabinet\nCommittee&nbsp;on Accommodation, Cabinet Committee&nbsp;on Economic Affairs,\nCabinet Committee&nbsp;on Parliamentary Affairs, Cabinet Committee&nbsp;on Political\nAffairs, Cabinet Committee&nbsp;on Security, Cabinet Committee&nbsp;on\nInvestment and Growth, on Employment &amp; Skill Development.<\/p>\n\n\n\n<p>Union Minister of Road Transport\nand Highways, Nitin Gadkari, is in Cabinet Committee&nbsp;on Accommodation,\nCabinet Committee&nbsp;on Economic Affairs, Cabinet Committee&nbsp;on Political\nAffairs,&nbsp;Cabinet Committee&nbsp;on Investment &amp; Growth.<\/p>\n\n\n\n<p>Minister of State (Independent\nCharge) of the Ministry of Petroleum and Natural Gas and Minister of Steel,\nDharmendra Pradhan is in Cabinet Committee&nbsp;on Economic Affairs and Cabinet\nCommittee&nbsp;on Employment &amp; Skill Development. While Piyush Goyal,\nMinister of Railways and Minister of Commerce &amp; Industry is on-board five\ncommittees ie&nbsp;Cabinet Committee&nbsp;on Employment &amp; Skill\nDevelopment, Cabinet Committee&nbsp;on Investment and Growth, Cabinet Committee&nbsp;on\nPolitical Affairs, Cabinet Committee&nbsp;on Economic Affairs and Cabinet\nCommittee&nbsp;on Accommodation.<\/p>\n\n\n\n<p>Interestingly, Smriti Zubin Irani,\nMinister of Women &amp; Child Development and Textiles has found a place among\nSpecial Invitees in the Cabinet Committee&nbsp;on Employment &amp; Skill\nDevelopment but has not found a place as a member in any of the eight\nCommittees. The eight committees which have been reconstituted include &#8211;\nAppointments Committee of the Cabinet,&nbsp;Cabinet Committee&nbsp;on Accommodation,\nCabinet Committee&nbsp;on Economic Affairs, Cabinet Committee&nbsp;on\nParliamentary Affairs, Cabinet Committee&nbsp;on Political Affairs, Cabinet\nCommittee&nbsp;on Security, Cabinet Committee&nbsp;on Investment and Growth,\nCabinet Committee&nbsp;on Employment &amp; Skill Development.\n\nNarendra Modi-led NDA\nstormed back into power for a second term at the Centre after bagging 353 seats\nin the 543-member Lower House of the Parliament.
