The Central Educational Institutions (Reservation in\nTeachers\u2019 Cadre) Bill, 2019 has been passed by the Parliament. The Rajya Sabha\npassed the Bill today after it was passed in Lok Sabha on 1st July, 2019. The\nBill replaces the \u201cThe Central Educational Institutions (Reservation in\nTeachers\u2019 Cadre) Ordinance, 2019\u201d. The Central Educational Institutions\n(Reservation in Teachers\u2019 Cadre) Bill, 2019 considers the University\/College as\none unit restoring earlier reservation system based on 200 point roster. No\nlonger will \u2018Department\/Subject\u2019 be treated as one unit. This decision will:<\/p>\n\n\n\n
Allow\nup of more than 7000 existing vacancies in Central Educational Institutions and\npave the way for filling up 3 lakh vacancies in the Government (Central and\nState) Educational institutions by direct recruitment in Teacher\u2019s Cadre.<\/p>\n\n\n\n
Ensure\ncompliance of the Constitutional Provisions of Articles 14, 16 and 21.<\/p>\n\n\n\n
Ensure\nfull representation of the Scheduled Castes\/ the Scheduled Tribes, the socially\nand Educationally Backward Classes and Economically Weaker Sections in direct\nrecruitment in teachers\u2019 cadres.<\/p>\n\n\n\n
This\ndecision is also expected to improve the teaching standards in the higher\neducational institutions by attracting all eligible talented candidates belonging\nSCs\/STs\/SEBCs\/EWS.<\/p>\n\n\n\n
The\nunit for reservation of posts in direct recruitment in teachers\u2019 cadre will be\nthe \u2018University\/Educational Institution\u2019 and not the Department Such as\napproval by the Government will address the long standing demands of persons\nbelonging SCs\/STs\/SEBCs and ensure their rights envisaged under the\nConstitution.
