The World Bank\u2019s website shows the status of the project as \u2018dropped\u2019. On a loan sought by the former CM, the bank was considering lending $300 million for infrastructure development in the capital under the Amaravati Sustainable Capital City Development Project; Amaravati Sustainable Infrastructure and Institutional Development Project.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.gkseries.com\/blog\/current-affairs-quiz-2019-daily-gk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Daily Current Affairs Quiz 2019<\/a><\/strong><\/p>\n\n\n\n<p>Several NGOs led by Capital Region Farmers Federation, and\nNarmada Bachao Andolan, Working Group on International Financial Institutions\n(WGonIFIs), Human Rights Forum, Andhra Pradesh, National Alliance of People\u2019s\nMovements, and Centre for Financial Accountability have been opposing the\nprevious Telugu Desam Party (TDP) regime\u2019s plans to build the capital by\nacquiring land from farmers, and protested against development very near to the\nKrishna riverbank.<\/p>\n\n\n\n<p>Based on several petitions by the NGOs, the World Bank had\nsought an inspection report on whether the then Andhra Pradesh Government had\nhonoured all the commitments it made and whether the construction of the\ncapital city followed all rules and regulations. The inspection report was\nsubmitted in January this year. The inspection was done on nearly 50 points but\nthe report has not been made public.<\/p>\n\n\n\n<p>Mallela Sheshagiri Rao, a lawyer who represented Capital\nRegion Farmers Federation, said that the TDP Government misrepresented facts\nand made all kinds of promises to secure the loan. \u201cNone of the assurances and\npromises by then CM Chandrababu Naidu to farmers of the region were being\nfulfilled. Farmers in the capital region lost land and livelihood and spent\nsleepless nights. It was a four-year-long struggle and finally the people have\nwon with the WB dropping the idea of funding this project,\u201d Rao said.<\/p>\n\n\n\n<p>&nbsp;\u201cThis should be a\nmessage to AP Government that they should first address the concerns of the\npeople before seeking such loans. It is unfortunate that the WB is not making\nthe inspection report public otherwise all the truth about how the previous\ngovernment broke rules and dishonoured it commitment would have come out,\u201d Rao\nsaid.<\/p>\n\n\n\n<p>Environmental activists, farmer leaders, and civil society\norganisations opposed and criticised this project for building the city on the floodplains\nof river Krishna, diverting fertile farmlands and forests, displacing around\n20,000 families, forcefully acquiring lands, and allegedly favouring\ncontractors for the construction of the city. A complaint with the Inspection\nPanel (Independent accountability mechanism) of the World Bank has been filed\nby the affected communities in 2017 to investigate the project for violation of\nthe World Bank\u2019s safeguard policies. This complaint was under process and the\nBoard of the World Bank was waiting for the recommendation on the eligibility\nof investigation from the Inspection Panel which was submitted this January.<\/p>\n\n\n\n<p>G Rohit of the Human Right Forum, Andhra Pradesh, said it\nwas a landmark decision by the bank. \u201cWB took this decision after several\nrepresentations from NGOs and people\u2019s movements. In the TDP government, there\nwas no transparency or accountability regarding the Amaravati capital city\nproject. The concerns and issues of affected communities were brushed aside.\nThere were gross violations which threatened the environment, stole\nlivelihoods,\u201d Rohit said.<\/p>\n\n\n\n<p>The Narmada Bachao Andolan (NBA) issued a statement saying:\n\u201cWe are happy that World Bank took cognisance of the gross violations involved\nin the Amaravati Capital City project, threatening the livelihood of people and\nfragile environment. After Narmada and Tata Mundra, this is the third major\nvictory against the World Bank Group. We are happy that the Inspection Panel\nwhich was created due to the struggle of Narmada Bachao Andolan played its critical\nrole here. While we celebrate this victory of people, who stood up to the\nintimidation and terror of the state, we warn the government and financial\ninstitutions not to push their agenda without the consent of the people.\u201d<\/p>\n\n\n\n<p>Mallela Sheshagiri Rao, the lawyer who represented Capital\nRegion Farmers Federation, said that ever since the Amaravati Capital City\nproject was announced,environmental experts, civil society organisations and\ngrassroots movements have expressed their anguish over the grave violations of\nthe social and environmental laws, financial unviability, massive land-grabbing\nof the fertile land in the garb of voluntary land-pooling, open threats to the\ncomplainants by none other than the then Chief Minister, along with concerns of\nlosing fertile farmlands and livelihoods.<\/p>\n\n\n\n<p>\u201cAsian Infrastructure Investment Bank (AIIB), which was\nsupposed to give 50 per cent of the $300 million may also withdraw from the\nproject as a co-financier,\u201d Rao said. The World Bank and AIIB were under\nconsideration to ultimately fund about $715 million for the Amaravati project.<\/p>\n\n\n\n<p>The Working Group on International Financial Institutions\n(WGonIFIs) had petitioned the World Bank several times and put a lot of\npressure demanding that Andhra Pradesh scrap the CRDA Land Pooling Act and\nnotifications passed subsequently, which, they claimed, were inconsistent with\nthe 2013 Central Act. The group demanded that the state fully implement the\nLand Acquisition and Rehabilitation Act, 2013 in the case of all the affected\npeople of Amaravati Capital Region.<\/p>\n\n\n\n<p>Also, the government should return the plots that were taken\ninvoluntarily from the people, the group demanded. The city specifically is planned to be built in Guntur\ndistrict on the banks of the Krishna River, which is hailed as the rice-bowl of\nthe State with 120 multi-crops irrigated on the floodplains.
