First of all that \u201call initiatives and processes must include all sections of the Afghan society, including the legitimately elected government\u201d. This is important as, in the past, the Afghan government was often sidelined by international interlocutors when they engaged with the Taliban. This also means that there is acceptability in Delhi about talking to the Taliban \u2014 since they represent a \u201csection of the Afghan society\u201d. <\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.gkseries.com\/blog\/current-affairs-quiz-2019-daily-gk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Daily Current Affairs Quiz 2019<\/a><\/strong><\/p>\n\n\n\n<p>The second is that \u201cany process should respect the constitutional legacy and\npolitical mandate\u201d. This means that the achievement of establishing democratic\nprocesses and human rights, including women\u2019s rights, should be respected.<\/p>\n\n\n\n<p>The third is that any process \u201cshould not lead to any ungoverned spaces\nwhere terrorists and their proxies can relocate\u201d. This is crucial for India, as\nit points out the threat from terrorist groups including the Haqqani network,\nAl Qaeda, Islamic State, which must not be allowed to operate there. Also, the\nPakistan-based terrorist groups like the Lashkar-e-Taiba, Jamaat-ud-Dawa, and\nJaish-e-Mohammed must not be allowed to relocate.<\/p>\n\n\n\n<p>These new \u201cred lines\u201d are going to be India\u2019s new mantras, even as it pushes\nfor a peace process which is Afghan-led, Afghan-owned and Afghan-controlled. At\nthe London conference in 2010, India had made a quiet but significant shift \u2014\nas it had played along the \u201cred lines\u201d for engaging with the Taliban. New Delhi\nhad then said that it is for the elected government of Afghanistan to draw the\n\u201cred lines\u201d or lay down terms and conditions for negotiating with the Taliban.\nThe Afghan government had stated that the \u201cTaliban must accept the Afghan\nConstitution, renounce violence and sever all ties with al Qaeda and other\nterrorist organisations\u201d.<\/p>\n\n\n\n<p>While India stuck to these \u201cred lines\u201d, as the US, China and Russia brokered\nreconciliation and peace talks between the Afghan government and the Taliban,\nNew Delhi made another quiet shift over the last couple of years. It stopped\npublic articulation and insistence on these \u201cred lines\u201d, and just said that the\npeace process should be \u201cAfghan-led\u201d and \u201cAfghan-owned\u201d.<\/p>\n\n\n\n<p>In May this year, India said it is committed to \u201cany process\u201d which can help\nAfghanistan emerge as a united, peaceful, secure, stable, inclusive and\neconomically vibrant nation, with guaranteed gender and human rights. This was\nin sharp contrast to India\u2019s position over the last few years, where it had\nalways supported \u201cAfghan-led, Afghan-owned, and Afghan-controlled\u201d process,\nwith participation of the Afghanistan government.<\/p>\n\n\n\n<p>There was considerable pushback from Kabul on the shift, and India has now\nagain started using the \u201cAfghan-controlled\u201d, \u201cAfghan-led\u201d and \u201cAfghan-owned\u201d\nline.<\/p>\n\n\n\n<p>Spelling out these terms on Thursday, the MEA\u2019s official spokesperson\nRaveesh Kumar said: \u201cWe believe that all initiatives and processes must include\nall sections of the Afghan society, including the legitimately elected\ngovernment. Any process should respect the constitutional legacy and political\nmandate and should not lead to any ungoverned spaces where terrorists and their\nproxies can relocate. We have supported a national peace and reconciliation\nprocess which is Afghan-led, Afghan-owned and Afghan-controlled.
