Assuring that no\nhuman rights will be violated, Shah added that a four-level-scrutiny has been\nprovided in the amendment.<\/p>\n\n\n\n<p>Meanwhile, senior Congress leader P Chidambaram alleged that\nthe government is making amendments to the already amended Act to empower the\nNational Investigation Agency (NIA). He added that individuals involved in\nunlawful activities, as well as terror activities, are already covered under\nthe Act.<\/p>\n\n\n\n<p>Chidambaram further alleged that any individual could be\nnamed under this Act merely on the government\u2019s belief that they are involved\nin terrorism. \u201cIf the central government believes an individual is involved in\nterrorism, he will be named. There is no FIR, no chargesheet, no charges\nframed, no trial in a court, no conviction. What is the basis of naming\nindividuals? Only your belief,\u201d Chidambaram said in the Upper House.<\/p>\n\n\n\n<p>The former finance minister also suggested sending the Bill\nto a select committee, stating that there can be dire consequences upon an\nindividual if it is passed.<\/p>\n\n\n\n<p>Replying to concerns raised by Chidambaram, Shah said that\nthe Opposition mixed up two different statistics to argue on the Bill and that\nit could be used by both the state and the NIA. Shah said \u201cOut of 278 terror\ncases registered by NIA, charge sheet filed in 204 cases. 48 out of 54 cases\nhave been convicted so far.\u201d He added that the track record of the NIA in\nconviction in terror cases has been outstanding.<\/p>\n\n\n\n<p>\u201cIndividuals can be declared terrorists if they commit or\nparticipate in acts of terrorism, prepare or promote terror,\u201d Shah said in the\nHouse.\n\nThe UAPA Bill is an anti-terror legislation that\nseeks to designate an individual as a \u201cterrorist\u201d.
