{"id":4405,"date":"2019-08-05T10:05:24","date_gmt":"2019-08-05T10:05:24","guid":{"rendered":"https:\/\/www.gkseries.com\/blog\/?p=4405"},"modified":"2019-08-05T10:05:25","modified_gmt":"2019-08-05T10:05:25","slug":"national-population-register-npr-by-september-2020","status":"publish","type":"post","link":"https:\/\/www.gkseries.com\/blog\/national-population-register-npr-by-september-2020\/","title":{"rendered":"National Population Register (NPR) by September 2020"},"content":{"rendered":"\n<p>Government has decided to prepare a National Population Register (NPR) by September 2020 to lay the foundation for rolling out a citizens&#8217; register across the country.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.gkseries.com\/blog\/current-affairs-quiz-2019-daily-gk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Daily Current Affairs Quiz 2019<\/a><\/strong><\/p>\n\n\n\n<p>Once the NPR is completed and published, it is expected to\nbe the basis for preparing the National Register of Indian Citizens (NRIC), a\npan-India version of Assam&#8217;s National Register of Citizens (NRC), an official\nsaid.<\/p>\n\n\n\n<p>For the purpose of NPR, a usual resident is defined as a\nperson who has resided in a local area for past six months or more or a person\nwho intends to reside in that area for the next six months or more.<\/p>\n\n\n\n<p>&#8220;In pursuance of sub-rule(4) of rule 3 of the\nCitizenship (Registration of Citizens and Issue of National Identity Cards)\nRules, 2003, the central government hereby decides to prepare and update the\nPopulation Register&#8230; And the field work for house-to-house enumeration\nthroughout the country except Assam for collection of information relating to\nall persons who are usually residing within the jurisdiction of local registrar\nshall be undertaken between the 1st day of April, 2020 to 30th September,\n2020,&#8221; said a notification issued by Vivek Joshi, Registrar General of\nCitizen Registration and Census Commissioner.<\/p>\n\n\n\n<p>The NPR is a register of usual residents of the country. It\nis being prepared at the local (village\/sub-town), sub-district, district,\nstate and national level under provisions of the Citizenship Act 1955 and the\nCitizenship (Registration of Citizens and issue of National Identity Cards)\nRules, 2003. It is mandatory for every usual resident of India to register in\nthe NPR.<\/p>\n\n\n\n<p>The objective of the NPR is to create a comprehensive\nidentity database of every usual resident in the country. The database would\ncontain demographic as well as biometric particulars.<\/p>\n\n\n\n<p>The move came over a month after President Ram Nath Kovind\nhad unveiled the Modi government&#8217;s priorities ahead. &#8220;My government has\ndecided to implement the process of National Register of Citizens on priority\nbasis in areas affected by infiltration,&#8221; Kovind said in his customary\naddress on June 20 after the formation of the 17th Lok Sabha.<\/p>\n\n\n\n<p>The reason for excluding Assam is because of the ongoing\nexercise of NRC in the state. When the draft NRC was published in Assam on July\n30 last year, there was a huge controversy over the exclusion of 40.7 lakh\npeople from it.<\/p>\n\n\n\n<p>The draft included the names of 2.9 crore people of the 3.29\ncrore applicants. In addition to those excluded, the names of over a lakh\npeople were left out in a list published last month. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">National Population Register (NPR):<\/h4>\n\n\n\n<p>NPR is generally a register of usual residents of the\ncountry. For the entry of NPR, a usual resident can be defined as a person who\nhas resided or intent to live in a local area for past six months or more.<\/p>\n\n\n\n<p>Under the provisions of the Citizenship Act 1955 and the\nsub-rule(4) of rule 3 of the Citizenship (Registration of Citizens and issue of\nNational Identity Cards) Rules, 2003, the NPR will be prepared at the village\nand the sub-town level, sub-district, district, state and national level.
