{"id":4865,"date":"2019-08-17T06:45:20","date_gmt":"2019-08-17T06:45:20","guid":{"rendered":"https:\/\/www.gkseries.com\/blog\/?p=4865"},"modified":"2019-08-17T06:45:21","modified_gmt":"2019-08-17T06:45:21","slug":"national-clean-air-programme-to-reduce-air-pollution","status":"publish","type":"post","link":"https:\/\/www.gkseries.com\/blog\/national-clean-air-programme-to-reduce-air-pollution\/","title":{"rendered":"National Clean Air Programme to reduce air pollution"},"content":{"rendered":"\n<p>The National Green Tribunal has directed the Environment Ministry to modify the National Clean Air Programme (NCAP) to reduce air pollution which proposes 20-30 per cent reduction of air pollution by 2024.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.gkseries.com\/blog\/current-affairs-quiz-2019-daily-gk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Daily Current Affairs Quiz 2019<\/a><\/strong><\/p>\n\n\n\n<p>A bench headed by NGT Chairperson Justice Adarsh Kumar Goel noted that as per the Central Pollution Control Board (CPCB) report, there is a proposal for national-level target of 20-30 per cent reduction of PM2.5 and PM10 concentration by 2024 under the National Clean Air Programme keeping 2017 as the base year.<\/p>\n\n\n\n<p>\u201cThe timelines to reduce the air pollution by 20-30 per cent\nby 2024 needs to be reduced and the target of reduction needs to be increased,\nhaving regard to adverse effect on public health and in view of constitutional\nmandate of fundamental right to breathe clean air. Violation of such\nfundamental right cannot be allowed to be continued for such a longer time. The\nNCAP needs to be modified accordingly and a modified plan notified and\nimplemented by the State instrumentalities in letter and spirit,\u201d the bench\nsaid.<\/p>\n\n\n\n<p>The tribunal also directed the CPCB and state pollution\ncontrol boards to ensure assessment and installation of the requisite number of\nreal time online continuous Ambient Air Quality Monitoring systems within six\nmonths.<\/p>\n\n\n\n<p>It also directed an expert team of CPCB to design a model\nfor source apportionment and carrying capacity assessment within two months\nwhich may be replicated for all the non-attainment cities.<\/p>\n\n\n\n<p>\u201cIn the light of such study, further action may need to be\nconsidered by MoEF within three months thereafter in terms of regulating the\nnumber of vehicles, action in terms of shift to e-vehicles and CNG vehicles,\nintensifying public transport system, mechanical cleaning of roads, enhancement\nof public, parking facilities, improvement in fuel quality and traffic\nmanagement,\u201d the bench said in a recent order.<\/p>\n\n\n\n<p>The green panel also directed the concerned Town and Country\nPlanning departments of all the states and union territories to ensure review\nof master plans specially for the Non-Attainment Cities, where air pollution is\nbeyond prescribed limits, and asked them to evolve enforcement mechanism for\nclosing or shifting industrial units from residential areas.<\/p>\n\n\n\n<p>\u201cCPCB must forthwith come out with a compensation regime\nwithin two months for air as well as noise pollution to the extent such norms\nhave not yet been laid down. Noise Limiters need to be installed on potential\nnoise polluting devices, including retrofitting the existing devices,\u201d the\nbench said.<\/p>\n\n\n\n<p>It also asked CPCB to evaluate existing air quality\nmonitoring mechanism of all states and UTs and furnish a report to this\ntribunal.<\/p>\n\n\n\n<p>\u201cCPCB and States may have robust Emergency Response System\nand preparedness by way of mock drills and measures to be taken in the scenario\nwhen air pollution levels become severe plus and severe,\u201d it said.<\/p>\n\n\n\n<p>The NGT said that citizens\u2019 right to clean air is guaranteed\nunder the Constitution and it cannot be postponed as per CPCB\u2019s convenience.<\/p>\n\n\n\n<p>Concerned over the threat posed to limited natural resources\ndue to their overuse, the tribunal had earlier directed for assessment of\ncarrying capacity of 102 cities, including Delhi, where air quality does not\nmeet the National Ambient Air Quality Standards.<\/p>\n\n\n\n<p>The concept of \u201ccarrying capacity\u201d addresses the question as\nto how many people can be permitted into any area without the risk of degrading\nthe environment there.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The National Green Tribunal has directed the Environment Ministry to modify the National Clean Air Programme (NCAP) to reduce air pollution which proposes 20-30 per cent reduction of air pollution by 2024.
