{"id":4871,"date":"2019-08-17T06:51:56","date_gmt":"2019-08-17T06:51:56","guid":{"rendered":"https:\/\/www.gkseries.com\/blog\/?p=4871"},"modified":"2019-08-17T06:51:57","modified_gmt":"2019-08-17T06:51:57","slug":"pm-modi-announces-chief-of-defence-staff","status":"publish","type":"post","link":"https:\/\/www.gkseries.com\/blog\/pm-modi-announces-chief-of-defence-staff\/","title":{"rendered":"PM Modi announces Chief of Defence Staff"},"content":{"rendered":"\n<p>PM Narendra Modi announced the creation of the post of the Chief of Defence Staff, a four-star officer who will be the government&#8217;s single-point military advisor. <\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.gkseries.com\/blog\/current-affairs-quiz-2019-daily-gk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Daily Current Affairs Quiz 2019<\/a><\/strong><\/p>\n\n\n\n<p>&#8220;Our forces are India&#8217;s pride. To further sharpen\ncoordination between the forces, I want to announce a major decision from the\nRed Fort: India will have a Chief of Defence Staff (CDS),&#8221; PM Modi said in\nhis I-Day speech. &#8220;This is going to make the forces even more\neffective,&#8221; PM Modi said.<\/p>\n\n\n\n<p>This is India&#8217;s most significant defence reform in 72 years.\nTerming it a historic decision, Lt General DB Shekatkar said that it was the\nmost important recommendation made by a committee he headed in 2016.<\/p>\n\n\n\n<p>&#8220;The government should also swiftly announce the\nformation of theatre commands at the earliest and place these under the\nCDS,&#8221; Shekatkar said.<\/p>\n\n\n\n<p>The post of CDS was first recommended by a Group of\nMinisters (GoM) set up to examine the findings of the Kargil Review Committee\n(KRC) in 2000.<\/p>\n\n\n\n<p>In May 2001, the GoM headed by former Minister of State for\nDefence Arun Singh recommended the appointment of CDS with &#8216;administrative\ncontrol over India&#8217;s Strategic Forces Command, as the focal point for military\nadvice to the Government&#8217;.<\/p>\n\n\n\n<p>The recommendation was never implemented, though it was once\nagain suggested by the Lt General Shekatkar Committee in 2016. A diluted\nversion of CDS, the permanent Chairman Chiefs of Staff Committee, was earlier\nrecommended by the Naresh Chandra Task Force on Defence Reform in 2012.<\/p>\n\n\n\n<p>PM Modi did not lay down a timetable for the decision or\neven indicate when it would come into being. Given the speed at which the\npresent government works, it is fair to assume it will be sooner than later.<\/p>\n\n\n\n<p>Several factors which need to be assessed such as the tenure\nof CDS, who the single-point advisor will report to (to the Prime Minister or\nthe Cabinet Committee on Security), where the post will be located (within the\nPrime Minister&#8217;s Office or in the defence ministry), the CDS&#8217; mandate be and\nwill he have powers to allocate budgets and resources or will he merely be a\nfigurehead? It is not clear if the government has yet worked these\nprerequisites.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Who will be the CDS? <\/h4>\n\n\n\n<p>There is no clarity on this except that it will be a\nfour-star officer, likely one of the present three chiefs. This is because the\nCDS will be a &#8216;first among equals&#8217;, a fourth four-star officer who will be\nsenior to the three other service chiefs.<\/p>\n\n\n\n<p>The timing of the PM&#8217;s announcement is significant because\nit comes in a year of rapid-fire changes in the top echelons of the Army and\nAir force.<\/p>\n\n\n\n<p>Air Chief Marshal BS Dhanoa, currently seniormost of the\nthree service chiefs and therefore the Chairman Chiefs of Staff Committee,\nretires on September 30 this year.<\/p>\n\n\n\n<p>Army chief General Bipin Rawat will retire on December 30.\nThe Army chief, by virtue of commanding the largest of the three services, will\nbe the most obvious choice.<\/p>\n\n\n\n<p>Service chiefs serve a fixed three-year tenure or until the\nage of 62, whichever is earlier. In the event the government appoints either\nthe Air chief or the Army chief as CDS, it will also have to give either of\nthem an extension to allow them to serve beyond the age of 62.<\/p>\n\n\n\n<p>(ACM Dhanoa retires when he turns 62 next month, General\nRawat in March 2020). Or, the government could simply wait until both retire\nand select a chief from the next batch of four-star officers.
