{"id":4972,"date":"2019-08-19T07:57:18","date_gmt":"2019-08-19T07:57:18","guid":{"rendered":"https:\/\/www.gkseries.com\/blog\/?p=4972"},"modified":"2019-08-19T07:57:19","modified_gmt":"2019-08-19T07:57:19","slug":"ladakh-seeks-tribal-area-status","status":"publish","type":"post","link":"https:\/\/www.gkseries.com\/blog\/ladakh-seeks-tribal-area-status\/","title":{"rendered":"Ladakh seeks tribal area status"},"content":{"rendered":"\n<p>Prominent leaders of Ladakh have made a fervent appeal to the Centre to declare the region a tribal area under the Sixth Schedule of the Constitution, saying the biggest concern for its people is to protect their land and identity.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.gkseries.com\/blog\/current-affairs-quiz-2019-daily-gk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Daily Current Affairs Quiz 2019<\/a><\/strong><\/p>\n\n\n\n<p>Though locals have welcomed the Centre\u2019s decision to revoke\nArticle 370 and make Ladakh a Union territory, they fear the influx of\noutsiders would lead to a change in the region\u2019s demography, jeopardizing their\nculture and identity.<\/p>\n\n\n\n<p>In a memorandum to Tribal Affairs Minister Arjun Munda,\nLadakh MP Jamyang Tsering Namgyal said the region is a predominantly tribal\narea with tribals making up to 98% of its population.<\/p>\n\n\n\n<p>\u201cAfter the Centre announced its decision to make Ladakh a\nUnion Territory, the biggest concern of the tribal population here is to\nprotect their identity, culture, land, and economy,\u201d the BJP MP said at the\nlaunch of a nine-day Aadi Mahotsav here on August 17.<\/p>\n\n\n\n<p>Mr. Namgyal appealed to Mr. Munda to declare it a tribal\narea under the Sixth Schedule of the Constitution to protect the interests of\nits people.<\/p>\n\n\n\n<p>Based on Articles 244(2) and 275(1), the Sixth Schedule\nprovides for the adminstration of tribal areas in the states of Assam,\nMeghalaya, Tripura, and Mizoram after setting up autonomous district and\nregional councils.<\/p>\n\n\n\n<p>\u201cI appeal to you to make a representation to Home Minister\nAmit Shah on our behalf to protect the demography and culture of Ladakh,\u201d Mr.\nNamgyal said.<\/p>\n\n\n\n<p>\u201cUnder the Jammu and Kashmir government, many tribal schemes\ncould not be implemented in Ladakh. Scholarships, hostels, and schools for\ntribals&#8230; not much development work took place here under tribal sub-plans,\u201d\nhe added.<\/p>\n\n\n\n<p>Ladakh Autonomous Hill Development Council (LAHDC) chairman\nGyal P. Wangyal said their only demand is that Ladakh be brought under the\nSixth Schedule so that our land remains protected.<\/p>\n\n\n\n<p>Jammu and Kashmir Legislative Council Chairman Haji Anayat\nAli also met the tribal affairs minister and discussed issues related to land\nacquisition, job reservation and other concerns of the youth of Ladakh.<\/p>\n\n\n\n<p>Addressing the tribal festival, Mr. Munda said: \u201cI have got\nto know that tribals make up to 95 to 97 per cent of Ladakh\u2019s population and I\npromise you that we will do whatever is required from a constitutional\nperspective to protect them.\u201d<\/p>\n\n\n\n<p>According to Article 244 and the sixth schedule,\ntribal-dominated areas in four states \u2014 Assam, Meghalaya, Tripura, and\nMizoram\u2014are called \u201ctribal areas\u201d, which are technically different from the\n\u201cscheduled areas\u201d under the Fifth Schedule.<\/p>\n\n\n\n<p>While executive powers of the Union extend in scheduled\nareas with respect to their administration in the Fifth Schedule, the Sixth\nSchedule areas remain within the executive authority of the state.<\/p>\n\n\n\n<p>Aimed at giving a flip to the tribal economy in Ladakh, the\nMahotsav is the Centre\u2019s first mega event here since the Central government\nannounced the decision to make Ladakh a Union Territory.<\/p>\n\n\n\n<p>Ladakh is currently a part of Jammu and Kashmir and the new\nUnion territory will come into effect on October 31.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Sixth Schedule:<\/h4>\n\n\n\n<p>The Sixth Schedule of the Indian Constitution provides provisions for the administration of tribal areas in four north-eastern states namely Assam, Tripura, Meghalaya, and Mizoram. The schedule includes Articles 244(2) and 275(1). It provides for the administration of tribal areas in the states after setting up the autonomous district and regional councils.
