Pakistan reacted with fury, cutting transport and trade links\nand expelling India&#8217;s ambassador in retaliation.<\/p>\n\n\n\n<p>Islamabad said the unexpected release of water into the\nRiver Sutlej that flows from India to Pakistan was part of an attempt by New\nDelhi to flout the longstanding treaty between the countries.<\/p>\n\n\n\n<p>&#8220;They try to isolate diplomatically, they try to\nstrangulate economically, they&#8217;re trying to strangulate our water resources \u2013 and\nwater automatically will have an impact on your economy, your agriculture and\nyour irrigation,&#8221; Muzammil Hussain, chairman of the Pakistani government&#8217;s\nWater and Power Development Authority (WAPDA), told Reuters.<\/p>\n\n\n\n<p>&#8220;India was using its position upstream to wage\nfifth-generation warfare on the country,&#8221; said Hussain.<\/p>\n\n\n\n<p>India&#8217;s Ministry of Water Resources told Reuters late on\nMonday that under the treaty, advance information needs to be given in a\nsituation when &#8220;extraordinary discharges of water from reservoirs and\nflood flows&#8221; could harm the other party.<\/p>\n\n\n\n<p>Until today, no such extraordinary discharges had been\nobserved on the Indian side in the current flood season. At 1900 IST (1330\nGMT), the flow of Sutlej river reached the threshold level of high flood and the\nsame was conveyed to Pakistan, the ministry said in a statement, adding that it\nis committed to the treaty.<\/p>\n\n\n\n<p>Pakistani emergency authorities were preparing for minor\nflooding in several areas in Punjab state on Monday as a result of the\nunexpected rise in water flow, though it was not clear if any had occurred.<\/p>\n\n\n\n<p>&#8220;India did not communicate the release of water to\nPakistan,&#8221; Khurram Shahzed, director general of Punjab Provincial Disaster\nManagement Authority (PDMA), told Reuters.<\/p>\n\n\n\n<p>India and Pakistan have long argued over water resources. A\nWorld Bank-mediated arrangement known as the Indus Water Treaty splits the\nIndus River and its tributaries \u2014 which 80 percent of Pakistan&#8217;s irrigated\nagriculture depends on \u2014 between the countries.<\/p>\n\n\n\n<p>India, which lies upstream, threatened in February to stop\nsharing excess water with Pakistan after a suicide bomb attack by\nJaish-e-Mohammad, a Pakistan-based militant group, in Kashmir that killed 40\nIndian paramilitary personnel.<\/p>\n\n\n\n<p>Hussain said Prime Minister Narendra Modi had &#8220;threatened\nvery clearly that he could stop water to Pakistan. He couldn&#8217;t care less (for)\nthe treaties&#8221;.<\/p>\n\n\n\n<p>In 2016, after suspending a meeting on the Indus Water\nTreaty, Modi told government officials that &#8220;blood and water cannot flow\ntogether&#8221;.
