{"id":5079,"date":"2019-08-21T07:24:02","date_gmt":"2019-08-21T07:24:02","guid":{"rendered":"https:\/\/www.gkseries.com\/blog\/?p=5079"},"modified":"2019-08-21T07:24:03","modified_gmt":"2019-08-21T07:24:03","slug":"harsh-vardhan-writes-to-prasad-gehlot-for-amending-discriminatory-laws-against-people-affected-by-leprosy","status":"publish","type":"post","link":"https:\/\/www.gkseries.com\/blog\/harsh-vardhan-writes-to-prasad-gehlot-for-amending-discriminatory-laws-against-people-affected-by-leprosy\/","title":{"rendered":"Harsh Vardhan Writes to Prasad, Gehlot for Amending Discriminatory Laws Against People Affected by Leprosy"},"content":{"rendered":"\n<p>Dr. Harsh Vardhan, Union Minister for Health and Family Welfare today wrotea letter to the Union Minister of Law and Justice, Shri Ravi Shankar Prasad and the Union Minister of Social Justice and Empowerment,Shri Thaawarchand Gehlot, seeking amendment of the existing discriminatory laws against persons affected by leprosy.\u201cIt will be a befitting tribute to the Father of the Nation on his 150th Birth Anniversary if we can expedite the process and introduction of the Elimination of Discrimination against Persons Affected by Leprosy (EDPAL) Bill, which was drafted by the Law Commission of India and annexed in its 256th Report\u201d, Dr Harsh Vardhan wrote in his letter to the two Union Ministers.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.gkseries.com\/blog\/current-affairs-quiz-2019-daily-gk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Daily Current Affairs Quiz 2019<\/a><\/strong><\/p>\n\n\n\n<p>In his letter, Dr Harsh Vardhan further wrote that \u201cEven\nthough the disease is now fully curable,it is disturbing to learn that there\nstill exist 108 discriminatory laws against persons affected by leprosy\nincluding 3 Union and 105 State laws\u201d. He stated that theNational Leprosy\nEradication Programme (NLEP) has achieved enormous success in leprosy control,\nparticularly in the last four decades. \u201cIn addition to the routine activities,\nmore than a dozeninnovations were introduced from 2016 onwards in a phased\nmanner to address the issuesbeing faced by the programme. Majorly, Leprosy Case\nDetection Campaign (LCDC) (specific forhigh endemic districts), Focussed\nLeprosy Campaign (for hot spots i.e., rural and urban areas), Special plan for\ncase detection in hard toreach areas, ASHA based Surveillance for Leprosy\nSuspects (ABSULS) have contributed to early casedetection. In addition, Sparsh\nLeprosy Awareness Campaign (SLAC) is implemented to reducestigma against\npersons affected by Leprosy in the community.These innovations have given the\nmuch needed impetus to the programme. Moreover, leprosy has become fully\ncurable by Multi\u2013Drug Therapy (MDT). This therapy is available free of cost at\nall the Government health care facilities in the country\u201d. A leprosy affected\nperson after treatment does not transmit the disease agent. Hence, there exists\nno justification for the continued stigmatization of the persons affected by\nleprosy, Dr Harsh Vardhan stressed.<\/p>\n\n\n\n<p>Requesting for proactively taking steps to redress this\nwrong, Dr Harsh Vardhan said that India is committed for justice and equality\nof all individuals including persons with disabilities as per the United\nNation\u2019s Convention on the Rights of Persons with Disabilities (UNCRPD). He\nalso mentioned that the target of Global Leprosy Strategy, 2016 \u2013 2020 is to\nreduce the number of countries with laws allowing discrimination on the ground\nof leprosy to zero.<\/p>\n\n\n\n<p>In his letter to the Chief Ministers of 23 States\/UTs\n(Andhra Pradesh\/Telangana, Karnataka, Tamil Nadu, Odisha, Goa\/Daman &amp; Diu,\nKerala, Madhya Pradesh, Chattisgarh, Sikkim, Meghalaya, Haryana, West Bengal,\nUttar Pradesh, Gujarat, Assam, Maharashtra, Bihar, Puducherry, Delhi, Rajasthan\nand North Eastern Region and Governor of J&amp;K), Dr Harsh Vardhan requested\nthem to earnestly look into the matter and direct all the concerned\ndepartments\/ officers to work for the amendments of the existing discriminatory\nlaws against persons affected by leprosy.
