{"id":5403,"date":"2019-08-27T06:53:36","date_gmt":"2019-08-27T06:53:36","guid":{"rendered":"https:\/\/www.gkseries.com\/blog\/?p=5403"},"modified":"2019-08-27T06:53:37","modified_gmt":"2019-08-27T06:53:37","slug":"moh-signs-mou-with-mosje-for-enhanced-outreach-on-hiv-aids-prevention","status":"publish","type":"post","link":"https:\/\/www.gkseries.com\/blog\/moh-signs-mou-with-mosje-for-enhanced-outreach-on-hiv-aids-prevention\/","title":{"rendered":"MoH signs MoU with MoSJE for enhanced outreach on HIV\/AIDS prevention"},"content":{"rendered":"\n<p>\u201cAs health is the responsibility of all Government departments, there is a need for a \u2018sub-department of health\u2019 in all the Ministries for health impact assessment of the policies\/initiatives of these Ministries right from the conceptual stages.\u201d This was stated by Dr Harsh Vardhan, Union Minister of Health and Family Welfare as he presided over the MoU signing ceremony between National AIDS Control Organisation (NACO), under Ministry of Health and Family Welfare, and Department of Social Justice and Empowerment (DoSJE) under Ministry of Social Justice &amp; Empowerment (MoSJE), here today. Shri Ashwini Kumar Choubey Minister of State (HFW) and Shri Rattan Lal Kataria, Minister of State (DoSJE) along with Ms. Preeti Sudan, Secretary (HFW) and Ms. Nilam Sawhney, Secretary (DoSJE) were also present at the MoU signing ceremony. The MoU was signed by Shri Sanjeeva Kumar, Special Secretary &amp; Director General (NACO &amp; RNTCP) and Smt. Upma Srivastava, Additional Secretary (DoSJE). This is the 18th such MoU with other Government departments\/Ministries.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.gkseries.com\/blog\/current-affairs-quiz-2019-daily-gk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Daily Current Affairs Quiz 2019<\/a><\/strong><\/p>\n\n\n\n<p>Emphasizing on the need for innovations and newer ideas and\nthoughts for taking forward the fight against HIV\/AIDS, Dr Harsh Vardhan stated\nthat good quality knowledge and widespread awareness campaigns about the\ndisease have immensely contributed to combatting it. Dr Harsh Vardhan said that\nthis is the age of innovations and ideas and the kind of results we are\nexpecting cannot be achieved through routine activities. \u201cSome of the brightest\nideas have come from the grassroots and it is therefore pertinent that we\ninvolve the grassroots people in all our strategy deliberations through regular\nbrainstorming,\u201d he stressed. He urged for synergies and alliances to be forged\nwith various stakeholders in order to learn from their best practices.<\/p>\n\n\n\n<p>Appreciating NACO for its notable achievements, Dr Harsh Vardhan\nstated that it is indeed commendable that NACO has worked with some of the most\nvulnerable people. It has played a very big role in significantly reducing the\nprevalence of HIV\/AIDS in the country, and that too faster than the global\nrates. He added that the impact of the programme has been significant with more\nthan 80% decline in estimated new infections from peak of epidemic in 1995.\n\u201cSimilarly, estimated AIDS related death declined by 71% since its peak in\n2005. As per UNAIDS 2018 report, the global average for decline in new\ninfections and AIDS related deaths from peak has been 47% and 51%\nrespectively,\u201d Dr Harsh Vardhan mentioned. He further said that the Government\nis fully committed for meeting all the set goals to eliminate HIV\/AIDS by 2030.<\/p>\n\n\n\n<p>Dr Harsh Vardhan further said that this is one of the most\nimportant MoUs. It will help in developing specific strategies and action plans\nfor HIV and AIDS prevention and mechanisms for drug addiction treatment and\nextending social protection schemes to the vulnerable populations. Speaking on\nthe key deliverables of the MoU, he stated that the MoU will help in developing\nhuman resources and build capacity in order to strengthen the service delivery\nmechanisms for HIV &amp; AIDS prevention, drug addiction treatment and referral\nto services offered by National AIDS Control Programme and DoSJE. The Union\nHealth Minister further said that it aims at reducing incidence of social\nstigma and discrimination against victims of drug abuse and Children and People\nLiving with HIV\/AIDS. \u201cIt aims to promote enabling environment based on no\nstigma and discrimination,\u201d Dr Harsh Vardhan added.<\/p>\n\n\n\n<p>Shri Ashwini Kumar Choubey, MoS (HFW) said that MOUs with\nother Ministries are low investment and high impact initiatives that help in\nleveraging each other\u2019s strength. He emphasised on enhancing awareness of the\ntarget population.<\/p>\n\n\n\n<p>Shri Rattan Lal Kataria, MoS (DoSJE) said that the MoU will\nhelp in reaching out to the marginalised groups and will provide opportunity\nfor empowerment and access to social protection schemes by the high risk\npopulation, persons engaged in begging, People Living with HIV\/AIDS (PLHIV),\nand Children affected by HIV &amp; AIDS (CABA). The Minister also appreciated\nMoHFW for its initiatives.<\/p>\n\n\n\n<p>The MOU will catalyze in achieving the national goals and\nobjectives of HIV prevention and impact mitigation. Through this MoU, the\nservices of various institutes under DoSJE such as National Centre for Drug\nAbuse Prevention (NCDAP), National Institute of Social Defence (NISD), Integration\nRehabilitation Centres for Addicts (IRCAs) will be leveraged for execution of\nactivities laid out in the MoU.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u201cAs health is the responsibility of all
