This is the 20th summit between the leaders of the two countries since\nthe year 2000 when the mechanism was institutionalized. The meeting between\nModi and Putin next week will be their third this year\u2014previously they met on\nthe margins of the Shanghai Cooperation Organisation meet in the Kyrgyz capital\nBishkek and the G20 meet in Osaka.<\/p>\n\n\n\n<p>Indian foreign minister S. Jaishankar is currently in Moscow\nfor meetings with his Russian counterpart Sergey Lavrov to finalize the agenda\nfor Modi\u2019s visit. The two countries are looking to get Indian investment into\nRussia\u2019s Far East that borders China, a region rich in mineral resources.\nEarlier this month, commerce minister Piyush Goyal visited the Russian Far East\naccompanied by the chief ministers of Goa, Gujarat, Haryana and Uttar Pradesh,\nbesides a 140-member strong Indian business delegation.<\/p>\n\n\n\n<p>Russia\u2019s deputy chief of mission in New Delhi, Roman\nBabushkin added that Russia will be delivering the S-400 air defence missile\nsystem to India by 2023 despite the US pressure on New Delhi not to acquire the\nsystem.<\/p>\n\n\n\n<p>Russian Trade Commissioner Yaroslav Tarasyuk said India will\n\u201csoon&#8221; make 20% of the payment towards the $5.2 billion missile deal under\na new payment mechanism. India has been facing the threat of sanctions by the\nUS for procuring these missiles from Moscow. America has threatened to impose\nsanctions on India under the CAATSA (Countering America\u2019s Adversaries Through\nSanctions Act) legislation. Sberbank of Russia \u2014 that has a branch in New Delhi\n\u2014 is to receive the amount in rupees and pay Moscow in ruble under the new\npayment mechanism. Russia\u2019s VTB Bank which too has a presence in India, is also\nexpected to be engaged for payments made in defence deals between New Delhi and\nMoscow.<\/p>\n\n\n\n<p>One of the key takeaways expected from Modi\u2019s visit is the\nsigning of a pact for the construction of six nuclear power plants for India.\nThis is apart from the six being set up in Kudankulam in Tamil Nadu.\n\nOn Kashmir and the abrogation of Article 370,\nKudashev said: \u201cIndia\u2019s decision (on Jammu and Kashmir) is a sovereign decision\nwhich is as per its Constitution.
