Singh alongwith its Members and senior officials met with the Shri Ashok Gehlot, Chief Minister, Shri Sachin Pilot, Deputy Chief Minister, Rajasthan alongwith his Cabinet colleagues and senior State Government officials.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.gkseries.com\/blog\/current-affairs-quiz-2019-daily-gk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Daily Current Affairs Quiz 2019<\/a><\/strong><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The Commission\nobserved that:<\/strong><\/h4>\n\n\n\n<p>Rajasthan is the largest state in terms of area. It\nconstitutes 10.45% of total state\u2019s area of the country.<\/p>\n\n\n\n<p>The State has 5.76% of the total population of the country\nwith an urbanisation rate of 24.9%.<\/p>\n\n\n\n<p>Population density of Rajasthan is 200, which is way below\nthe national average compared to the national average of 382.<\/p>\n\n\n\n<p>Though comprising of 5.76% of total population of the\ncountry, the state\u2019s share in inter-se devolution in XIV-FC was 5.495.<\/p>\n\n\n\n<p>The contribution of primary sector to GSVA is high as\ncompared to other General Category States. Share of Primary, Secondary and\nTertiary sector in GSVA is 33, 23 and 44% in 2017-18.<\/p>\n\n\n\n<p>Per capita Income of Rs. 98,078 in 2017-18 is below India\u2019s\naverage of Rs. 1,14,958.<\/p>\n\n\n\n<p>In 2017-18, transfers from the Centre constituted around\n48.6% of the total revenue receipts of the state.<\/p>\n\n\n\n<p>Rajasthan also has the third highest solar capacity of\n3072.43 MW (till March 2019).<\/p>\n\n\n\n<p>Rajasthan State Industrial Development &amp; Investment\nCorporation Ltd. (RIICO) and Japan External Trade Organization (JETRO) have\ncollaborated for facilitating Japanese investment in the State of Rajasthan\nduring the period 2006-2016. <\/p>\n\n\n\n<p>Rajasthan is the second largest crude oil producing state in\nIndia after Bombay High offshore field being operated by ONGC. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Tourism Potential\nin Rajasthan:<\/strong><\/h4>\n\n\n\n<p>The state offers vast and unexploited potential for domestic\ntourists who, along with the foreign tourists, could contribute towards pushing\nthe economic growth further, while providing employment opportunities.<\/p>\n\n\n\n<p>According to the Tourism Statistics at a Glance 2018, State\nranks 5th amongst all Indian States in attracting foreign tourists visits in\nthe country in 2017. 6 percent of all Foreign Tourist visits were attracted by\nthe State of Rajasthan in 2017.<\/p>\n\n\n\n<p>State ranks 10th amongst all Indian States in attracting\ndomestic tourists visits in the country in 2017. 2.8 percent of all Domestic\nTourist Visits were attracted by the State of Rajasthan in 2017.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Positive Points: <\/strong><\/h4>\n\n\n\n<p><strong>Poverty:<\/strong> The\nState has made significant development in reducing the poverty, thereby showing\nits commitment towards SDG 1. The state has a poverty ratio of 14.7 in 2011-12\ndeclining from 34.4 in 2004-05 (Population below Poverty Line Tendulkar\nMethodology).<\/p>\n\n\n\n<p><strong>Education:<\/strong>\nAccording to ASER 2018 Report, (section on sports infrastructure in schools)\nAmong the top states, almost half the schools in Rajasthan were seen to have\ndedicated physical education teacher, followed by Kerala, Bihar and Karnataka.<\/p>\n\n\n\n<p>In primary schools, student attendance improved by 3\npercentage points or more over 2016 levels.<\/p>\n\n\n\n<p><strong>Forest Cover:<\/strong>\nAccording to Forest Survey of India, the state has shown 2.48% increase in the\nforest cover in 2017 from 2015. This shows states commitment towards\nmaintaining of ecological cover in the state.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The state is taking\nample steps to address the issues of low literacy and education levels like &#8211;<\/strong><\/h4>\n\n\n\n<p>Appointment of 2 lakh new teachers<\/p>\n\n\n\n<p>Development of model schools in each Panchayat,<\/p>\n\n\n\n<p>\u2018Panchayat Elementary Education Officer\u2019 (PEEO) has been\nsetup at Gram Panchayat level in charge of literacy for operation, monitoring\nand review of schemes,<\/p>\n\n\n\n<p>Free bicycle distribution to girls, smart virtual classes\netc.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>There has been\nsubstantial progress in development of Integrated Financial Management System\n(IFMS) in State:<\/strong><\/h4>\n\n\n\n<p>Budgeting is being done through Budget Module and Accounting\nthrough Treasury Module.<\/p>\n\n\n\n<p>CAG\/AG interface module and Online Reconciliation Module are\nunder implementation process.<\/p>\n\n\n\n<p>Integration of Local Bodies Accounting into IFMS to\nfacilitate monitoring of utilization of funds by local bodies which is\ncurrently the weakest link in accounting of the State.<\/p>\n\n\n\n<p>Balanced Memorandum: The memorandum submitted by the State\nhas given a balanced picture of both equity and efficiency indicators. The\nState has proposed various indicators for performance based indicators linked\nto The National Priority Programme like states effort in widening and deepening\nof GST Net, Efforts towards achievement of flagship schemes, sustainable\ndevelopment goals etc.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The issues of\nconcern of the Finance Commission are:<\/strong><\/h4>\n\n\n\n<p>The state is exhibiting a rising trend in its Outstanding\nDebt to GSDP no\u2019s. The Debt to GSDP ratio has increased from 23.87% in 2012-13\nto 34.15% in 2017-18.<\/p>\n\n\n\n<p><strong>UDAY:<\/strong> GoR had\ntaken over 75 % of total debt amounting to Rs. 62,422 crore during the period\n2015-16 and 2016-17<\/p>\n\n\n\n<p>Double Digit Debt growth rate of government of Rajasthan for\nthe past years violating the norms of fiscal prudence.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Rising gap between\nRevenue Receipts and Revenue Expenditure of the State-<\/strong><\/h4>\n\n\n\n<p>The state is experiencing an unsustainable trajectory in\ngrowth of revenue receipts and expenditure pattern where there is huge\ndivergence observed in the revenue receipts growth and expenditure growth.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>In the Power\nSector, specifically on UDAY:<\/strong><\/h4>\n\n\n\n<p>The State has achieved 100 % progress in Feeder Metering,\nRural feeder audit and reducing the ACS-ARR gap per unit. GoR appears to have\ndone all financial restructuring (loan, subsidy, equity) as per UDAY Scheme.\nHowever, the operational reforms and efficiency reforms are behind targets.<\/p>\n\n\n\n<p>State has not initiated metering of DTs in rural areas, poor\nperformance is noted in feeder segregation.<\/p>\n\n\n\n<p>The State has not achieved target of reduction of AT&amp;C\nloss to 15 % by 2018-19. <\/p>\n\n\n\n<p>Out of 92.21 lakh total household as on July 2018, 71.82\nlakh households (77%) have been electrified. Remaining 20.38 lakh (22.10) still\nremained un-electrified.<\/p>\n\n\n\n<p>There is a need for Improvement in power supplies and\nservices with provision of 24 hours uninterrupted proper power supply to the\nrural domestic individual consumers<\/p>\n\n\n\n<p>Reducing the T&amp;D loss and the Distribution Transformers\n(DT) failure rate should be a priority for the state Government.<\/p>\n\n\n\n<p>Wrong classification of consumers and Non-billing\/delayed\nbilling of consumer should be curtailed.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The Commission has\nnoted that:<\/strong><\/h4>\n\n\n\n<p>Though the Database formats of Third Tier bodies have been\nlinked to the Model Accounting System and through this few reports\/data such as\nannual receipts and payments, monthly reconciliations, consolidated abstracts\nregister are being generated. However only few PRI\u2019s do monthly\nreconciliations.<\/p>\n\n\n\n<p>Following the 73rd Constitutional Amendment, orders on devolution\nwere issued by the State Government in June 2003 and October 2010. Accordingly,\nout of 29 functions to be devolved in terms of XI Schedule of the Constitution,\n23 functions were transferred. However, funds and functionaries were\ntransferred in respect of 15 subjects only.<\/p>\n\n\n\n<p>Dependency on grants and lack of fiscal autonomy is a matter\nof serious concern that needs to be addressed for improving governance at\ngrass-root level.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Aspirational\nDistricts<\/strong><\/h4>\n\n\n\n<p>Special focus has to be made for improving the\nsocio-economic development indicators of aspirational districts of Baran,\nDhaulpur, Jaisalmer, Karauli and Sirohi.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Key Social\nIndicators- Rajasthan:<\/strong><\/h4>\n\n\n\n<p>With an HDI Score of 0.577, Rajasthan is ranked 11th and is\nbelow the All-India score of 0.609. This indicates that efforts made towards\nimproving social indicators have not been fruitful and there is an urgent need\nfor course correction.<\/p>\n\n\n\n<p>The states performance in key social indicators is adverse\nas compared to the National Average for key social indicators.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>SDG INDEX \u2013 NITI\nAAYOG- 14th Rank<\/strong><\/h4>\n\n\n\n<p>The state has a SDG Index value of 59, slightly higher the\nnational average value of 57. The State ranks 14th amongst the Indian States.<\/p>\n\n\n\n<p>State is a front runner in SDG-4- Quality Education,\nSDG-10-Reduced Inequality, SDG-15- Life on Land, SDG-16- Peace, Justice and\nStrong Institutions. However, the state needs to improve on SDG-2 Zero Hunger,\nSGD -3 Good Health and Well Being SDG 5 Gender Equality SDG-6 Clean Water and\nSanitation and SDG-11 sustainable cities and communities.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Inadequate\nTechnical Skilled Population<\/strong><\/h4>\n\n\n\n<p>According to Niti Aayog, Lack of technically qualified\npersonnel in the state has been a concern.<\/p>\n\n\n\n<p>The expected availability of skilled personnel is around\n2.17 lakh less than half of the expected requirement in the state.<\/p>\n\n\n\n<p>In case of Semi-skilled personnel, where the expected\nrequirement is 30.91 lakh and the expected availability is around 10.91 lakh\nindividuals.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Low Water Endowment\nand Severe Problem of Drinking Water-<\/strong><\/h4>\n\n\n\n<p>The state comprises of only 1.1 percent surface water and 2.\n5 percent of ground water resources. The per capita water availability in India\nis 1700 cubic meter per year, whereas, in Rajasthan, the availability is only\n640 cubic meter per year.<\/p>\n\n\n\n<p>The ground water condition in the State has become quite\nalarming due to overexploitation in the last two decades. Out of total 295\nblocks in the State, only 52 blocks are safe, 191 over exploited, 11 critical,\nsemi critical and 3 are saline.v 34 Blocks have been identified by Central\nGround Water Board as highly critical.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Inadequate\nTransport Infrastructure<\/strong><\/h4>\n\n\n\n<p>Rajasthan still lags behind the national average with\nrespect to road length.<\/p>\n\n\n\n<p>The road density in Rajasthan is 74.3 km per 100 sq. km as\nagainst the national average of 143.1 km in the year 2016-17.<\/p>\n\n\n\n<p>The total length of roads in the State is about 1,89,825 km\nin the year 2017-18. The length of national highways in the State is about\n9,271 km while state highways extend to about 15,032 km.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>7th Pay Commission<\/strong><\/h4>\n\n\n\n<p>The state is reeling under the burden of 7th Pay Commission,\nthere has been a substantial impact on salary and pension expenditure due to\nimplementation of 7th Pay Commission with effect from 1st January 2016 and a\nlarge-scale creation of posts during the last 2 years.<\/p>\n\n\n\n<p>The annual additional liability is around Rs. 10400 crore on\naccount of salary and pension (Salary: Rs. 7124 crore: Pension: Rs. 3276 crore)<\/p>\n\n\n\n<p>According to AG, Rajasthan Effect of 7th CPC in state will\nbe felt in 2018-19 as arrears will have to be paid.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Transport Sector:<\/strong><\/h4>\n\n\n\n<p><strong>&nbsp;<\/strong>There is a need for revamping and\nrestructuring for transport sector.<\/p>\n\n\n\n<p>Transport Sector RSTRC remained in losses consistently in\nthe past few years due to negative net earnings per km because of higher cost\nof operation per km as compare to revenue earned per km.<\/p>\n\n\n\n<p>Metro Project need to be commercially viable as currently\nphase 1 of the metro is making huge losses due to factors like wrong selection\nof routes and lack of technical expertise in involved in its operation and\nlogistics.\n\nEarlier the Commission had a detailed meeting\nwith the representatives of all the political parties in the State including\nBhartiya Janta Party, Indian National Congress, Communist Party of India,\nCommunist Party of India (Marxist) and Nationalist Congress Party.
