{"id":5856,"date":"2019-09-10T09:27:01","date_gmt":"2019-09-10T09:27:01","guid":{"rendered":"https:\/\/www.gkseries.com\/blog\/?p=5856"},"modified":"2019-09-10T09:27:02","modified_gmt":"2019-09-10T09:27:02","slug":"sixth-india-china-strategic-economic-dialogue-concludes","status":"publish","type":"post","link":"https:\/\/www.gkseries.com\/blog\/sixth-india-china-strategic-economic-dialogue-concludes\/","title":{"rendered":"Sixth India-China Strategic Economic Dialogue concludes"},"content":{"rendered":"\n<p>The sixth India-China Strategic Economic Dialogue (SED) came to a conclusion in New Delhi with both sides agreeing that the Strategic Economic Dialogue has emerged as a crucial mechanism to facilitate bilateral trade and investment flows and enhance economic cooperation between the two sides.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.gkseries.com\/blog\/current-affairs-quiz-2019-daily-gk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Daily Current Affairs Quiz 2019<\/a><\/strong><\/p>\n\n\n\n<p>The Dialogue which was held from held from 7-9 September\n2019 in New Delhi comprised of round table meetings of Joint Working Groups on\ninfrastructure, energy, high-tech, resource conservation and policy\ncoordination followed by technical site visits and closed door G2G meetings.\nSenior representatives from policy making, industry and academia participated\nin this dialogue from both sides. The Indian side was led by Dr. Rajiv Kumar, Vice\nChairman, NITI Aayog and the Chinese side by Mr. He Lifeng, Chairman,\nNDRC.During his intervention, Dr. Rajiv Kumar, Vice-Chairman, NITI Aayog,\nemphasised on taking concrete steps to address India\u2019s trade imbalance with\nChina.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The two sides through pragmatic and outcome oriented deliberations of the\nsix working groups arrived at following mutual agreements:<\/h4>\n\n\n\n<p>&nbsp;Policy\nCoordination:The two sides undertook in-depth discussions reviewing trade and\ninvestment climates in order to mutually identify complementarities and harness\nsynergies to this effect future engagement. Potential areas of collaboration\nacross innovation and investment focusing on fintech and related technologies\nwere highlighted. The two sides agreed to exchange annual calendar of\nactivities to further activate regular channels of communication.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Working Group on Infrastructure:\n<\/h4>\n\n\n\n<p>The two sides noted the significant progress made in the\nfeasibility study on Chennai-Bangalore-Mysore railway upgradation project and\npersonal training of Indian senior railway management staff in China, both of\nwhich have been completed. They held detailed discussions on identifying the\nnext steps in all areas of cooperation as well as on taking forward the study\nproject exploring the possibility of Delhi-Agra high speed railway in the pilot\nsection. The two sides agreed to identify new projects for cooperation as well\nas support enterprises to expand cooperation in the transport sector.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Working Group on High-Tech: <\/h4>\n\n\n\n<p>The two sides assessed the achievements made since the 5th\nSED and exchanged views on regulatory procedures of ease of doing business,\ndevelopment of artificial intelligence, high-tech manufacturing, and\nnext-generation mobile communications of both countries. Discussions were held\non technological innovation, industrial situation, and mechanism for further\nstrengthening cooperation as well as on India-China digital partnerships, data\ngovernance and related industry policy.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Working Group on Resource\nConservation and Environmental Protection: <\/h4>\n\n\n\n<p>The two sides discussed and reviewed the progress made in\nthe fields of water management, waste management, construction &amp; demolition\nwaste and resource conservation. The two sides also deliberated on the role of\ninnovation in the sector. Effective utilization of novel concepts in low cost\nconstruction technology, methods of flood and erosion control, air pollution\netc. was also discussed. They also pressed upon the need for promoting\ncooperation in emergent areas like Waste to Power, co-processing of Septage\nwith Sewage Sludge, storm water management etc. In order to promote enhanced\ncooperation in the above areas, two sides agreed on continued interaction and\nexchange of relevant information more frequently.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Working Group on Energy: <\/h4>\n\n\n\n<p>Both countries identified future areas of collaboration and\nresolved to work on Renewable Energy space, Clean coal technology sector, Smart\nGrid &amp; Grid integration and Smart meters &amp; E-mobility sectors. Both\nsides agreed on cooperation in R&amp;D for developing new technology for manufacturing\nsolar cell from alternate material and improvement of efficiency of solar\ncells. Both sides also agreed on cooperation in the field of e-mobility and\nenergy storage.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Working Group on Pharmaceuticals: <\/h4>\n\n\n\n<p>The joint working groups noted that both sides should further strengthen communication to promote pragmatic cooperation. It was also decided that both sides should promote pragmatic cooperation, strengthen complementary advantages in pharmaceutical industry and explore cooperation for promoting Indian generic drugs and Chinese APIs. This will benefit the development of pharmaceutical industry in both countries.<\/p>\n\n\n\n<p>Both the counterparts focused on bilateral practical cooperation and have achieved the concrete outcomes through pragmatic and outcome-oriented deliberations. The two sides agreed to effectively utilize the Strategic Economic Dialogue mechanism as an over-arching and permanent instrument to address outstanding issues and identify potential areas of collaboration in order to augment bilateral economic and commercial ties between the two sides.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Background:<\/h4>\n\n\n\n<p>Set up between erstwhile Planning Commission and the\nNational Development and Reform Commission (NDRC), China during the visit of\nChinese Prime Minister Wen Jiabao to India in December 2010, the SED has since\nthen served as an effective mechanism for enhancing bilateral practical\ncooperation. NITI Aayog after its formation has taken the Dialogue forward\ngiving it a greater momentum. Under the aegis of the SED, senior\nrepresentatives from both sides come together to constructively deliberate on\nand share individual best practices and successfully identify sector-specific\nchallenges and opportunities for enabling ease of doing business and\nfacilitating bilateral trade and investment flows.<\/p>\n\n\n\n<p>Six standing Joint Working Groups with Co-Chairs ( above the\nrank of Joint Secretary ) are appointed by both sides to address pertinent\neconomic and commercial issues across infrastructure, energy, high-tech,\nresource conservation, pharmaceuticals and policy coordination in a structured\nand outcome-oriented manner by ensuring regular interaction and continued\nexchanges between respective counterparts.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Structure:<\/h4>\n\n\n\n<p>NITI Aayog (earlier Planning Commission) on the Indian side\nand National Development and Reforms Commission (NDRC) on the Chinese side lead\nthe SED Mechanism wherein an annual Dialogue is held annually alternately at\nthe capital cities of the two countries. At the 2nd SED which was held in\nNovember 2012 at New Delhi, it was decided to constitute 5 standing Joint\nWorking Groups (JWGs) on Policy Coordination, Infrastructure, Environment,\nEnergy, and High Technology under the SED for strengthening cooperation in\nthese fields.
