In his address at the annual day celebrations of Defence Accounts Department (DAD), Ministry of Defence, Raksha Mantri said, \u201cOur neighbor is a living example of financial mismanagement\u201d. He said, excessive militarisation and focus on wrong policies in the neighborhood has led to a situation where a country could be blacklisted by international agency, Financial Action Task Force (FATF) for terror financing and its Prime Minister is struggling to arrange even for a plane to attend a global event.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/www.gkseries.com\/blog\/current-affairs-quiz-2019-daily-gk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Daily Current Affairs Quiz 2019<\/a><\/strong><\/p>\n\n\n\n<p>Shri Rajnath Singh said, national security has today become\na multi-dimensional concept, with economic strength, energy, food security and\nenvironmental protection among others being its key dimensions. Asserting that\nthe Government is sensitive towards adapting to the changing environment, Shri\nRajnath Singh assured that all barriers that come in the way of development\nwill be removed. He said, he is interacting with the Armed Forces, scientists\nand defence experts in different parts of the country to understand their\nworking and find ways to improve them. He emphasised on positive interpretation\non rules to avoid delays in government projects, keeping in mind the welfare of\njawans working in far-flung areas.<\/p>\n\n\n\n<p>\u201cThere is a need to institutionalise the outcomes of\nsuccessful models and work on the failures of the unsuccessful ones\u201d, Raksha\nMantri said. He stressed on harnessing best practices and convert them into\n\u2018standard operation protocol\u2019.<\/p>\n\n\n\n<p>Declaring that employees of Ministry of Defence are his family,\nRaksha Mantri lauded DAD for efficiently accounting and utilising the huge\nDefence Budget and assuring that the soldiers receive their entitled financial\nbenefits within stipulated time. He appreciated the Online Jet-Fuel Accounting\nSystem (OJAS) developed by a team of DAD, under which the bill payment of IOCL\nhas been digitised using e-billing system. He said, Rs. 21 crores saved from\nthe system in the first year itself could be utilised for preparing a road map\nfor Oil PSUs and other components for MoD.<\/p>\n\n\n\n<p>Shri Rajnath Singh appreciated the efforts of the\ndepartment, especially for more than 32 lakh pensioners and in facilitating\nfaster financial decision making. He hailed DAD for setting up a Call Centre\nfor Defence Pensioners as well as Pension Adalats in remote areas. \u201cIn 2018-19,\n19 Defence Pension Adalats were organised. I am extremely happy to note that\nthe employee satisfaction in those adalats was 99.75%\u201d, he said. Raksha Mantri\nstressed on devising a mechanism, under Digital India, where all problems are\ndealt automatically with full sensitivity and pensioners do not have to go from\npillar to post in this regard.<\/p>\n\n\n\n<p>Shri Rajnath Singh expressed confidence that a Comprehensive\nPension Package System for defence pensioners, to be rolled out next year, will\nfurther increase the employee satisfaction as all pension related problems will\ncome under one digital platform. He praised the Defence Accounts Department for\nimplementing One Rank One Pension (OROP) with high professionalism.<\/p>\n\n\n\n<p>Emphasising on regular training of staff and officers,\nRaksha Mantri hoped the e-learning portal \u2018GyanSudha\u2019, developed by National\nDefence Financial Management Academy, Pune, will help DAD impart its services\nin a time bound manner.<\/p>\n\n\n\n<p>In his address, Raksha Rajya Mantri Shri Shripad Naik\nhighlighted the history of the department and lauded its expansion with\nchanging times and varying needs.<\/p>\n\n\n\n<p>Controller General of Defence Accounts, Shri Sanjiv Mittal\nintroduced Vision &#8211; 2024 of the department, a series of five projects including\npensions, vendors\u2019 payment, budget management, pay &amp; allowances and an\ninnovative Defence Travel System.<\/p>\n\n\n\n<p>Shri Rajnath Singh also gave away Raksha Mantri Excellence\nawards for employees of the department showing exemplary performance standards.\nThis year, the awards were given to a team of Principal Controller of Defence\nAccounts (PCDA), Air Force, New Delhi for Online Jet Fuels Accounting System\n(OJAS); team of National Academy of Defence Financial Management (NADFM), Pune\nfor GyanSudha \u2013 an e-learning &amp; examination portal; and a team of PCDA,\nAllahabad for Revision of Pension for Pre-2016 Defence Pensioners. A\nstatistical Handbook was also released on the occasion.<\/p>\n\n\n\n<p>Chief of Naval Staff Admiral Karambir Singh, Secretary\n(Defence Finance) Smt Gargi Kaul and officers of DAD and MoD were present on\nthe occasion.<\/p>\n\n\n\n<p>Defence Accounts Department is one of the oldest departments\nunder Government of India. It is responsible for complete finance and internal\naudit functions not only for defence service viz Army, Navy &amp; Air Force but\nother related organisations like DRDO, Ordnance Factories, Border Roads, Coast\nGuard and the canteen stores departments.
