The Foundation Stone was laid for establishing the centre on 14th November 2010 at Bampada Industrial Estate, Balasore by Hon\u2019ble Minister of State for Chemicals &amp; Fertilizers, Govt.of India Shri Srikant Kumar Jena and Shri Naveen Patnaik Hon\u2019ble Chief Minister, Govt. of Orissa. The Centre is now functioning at the S-1\/25 Industrial Estate O.T. Road Near S.B.I Bank Balasore.
