In 2025, during the Shanghai Cooperation Organization Plus (SCO Plus) meeting held in Tianjin, China’s President Xi Jinping unveiled the Global Governance Initiative (GGI). This summit brought together SCO member states, dialogue partners like Türkiye, and observer nations. Xi highlighted the importance of establishing a fair and just global governance system. The GGI is designed to promote principles like sovereign equality, adherence to international law, multilateralism, and policies that prioritize the needs of people.
Shanghai Cooperation Organization
The SCO was established in 2001 with the aim of boosting regional security and fostering economic collaboration. It comprises key Eurasian nations, including China, Russia, and India. Over the years, the organization has broadened its reach to include dialogue partners and observer countries. SCO Plus meetings serve as a platform for these extended members to engage in discussions about wider cooperation. The group is dedicated to fighting terrorism, enhancing trade, and facilitating political dialogue.
Global Governance Initiative – Core Principles
The GGI emphasizes the importance of sovereign equality among nations. It advocates for respect for international law and multilateralism. This initiative promotes a people-centered approach to global governance, urging member countries to take tangible actions instead of merely issuing statements. The ultimate aim is to establish a fair and balanced international order, with China positioning itself as a leader in promoting shared human values.
China’s Healthcare Commitments
China pledged to assist SCO countries with medical support for the next 5 years. The plan includes treating 500 patients with congenital heart disease. It also involves 5,000 cataract operations and 10,000 cancer screenings. These efforts aim to improve public health across the SCO region. This reflects China’s emphasis on practical cooperation and people’s welfare.
Significance of the Tianjin SCO Plus Summit
The 2025 summit was the largest SCO gathering so far. It was the fifth time China hosted the event. The meeting included 20 heads of state and leaders of international organisations. The Tianjin Declaration was adopted, focusing on economic and security cooperation. The summit brought into light the growing importance of SCO as a regional and global actor.
Xi Jinping’s Previous Initiatives
Before the GGI, Xi proposed initiatives on security, civilisation, and development. These address different aspects of international cooperation. The GGI builds on these by focusing on governance structures. Together, these proposals reflect China’s vision for a new global order. They emphasise collaboration, respect for diversity, and sustainable development.
