
Narendra Modi’s three-day visit from September 13-15, 2025, covered five states: Mizoram, Manipur, Assam, West Bengal, and Bihar. The primary focus of the visit could best be characterized as a decisive push for regional connectivity, infrastructure, and inclusive development, with announced projects worth more than ₹71,000 crore.
Key Highlights by State:
Mizoram: Connectivity
• Major Initiative – The Bairabi-Sairang New Rail Line – announced development of a new rail line between Bairabi and Sairang, worth ₹8,070 crore, which will connect the capital of Aizawl to the Indian Railways network for the first time, making it the fourth capital city in the Northeast to be rail-connected.
• Significance: The development is a major boost for overall regional connectivity, particularly to the rest of India, and has enabled new train services like the Sairang-Delhi Rajdhani Express, the Sairang-Guwahati Express, and the Sairang-Kolkata Express. The announcement included other infrastructure development projects, including the Aizawl Bypass Road.
Manipur: Infrastructure & IT
• Major Initiatives: The laying of the foundation for projects worth ₹7,300 crore in Churachandpur focused on major road and highway projects, and the Manipur Infotech Development Project. New initiated infrastructure projects worth ₹1,200 crore in Imphal will include a new Civil Secretariat, an IT Special Economic Zone (SEZ), and new Manipur Bhawans in New Delhi, and Kolkata.
• Significance: These projects focus on developing physical infrastructure and digital infrastructure for infused economic growth. Development and initiation of new Women’s Ima Markets support women-led businesses.
Assam: Energy & Healthcare
- Key Projects:
- Darrang Medical College & Hospital
- Guwahati Ring Road and a New Brahmaputra Bridge
- Assam Bioethanol Plant at Numaligarh and the foundation stone for a Polypropylene Plant
- Significance: The projects focus on boosting medical infrastructure and advancing the energy sector, particularly with a push for bioethanol to reduce dependence on fossil fuels. The visit also included PM Modi’s attendance at the centenary celebrations of Bharat Ratna Dr. Bhupen Hazarika.
West Bengal: Defence & Security
- Key Event: The inauguration of the 16th Combined Commanders’ Conference in Kolkata.
- Significance: The conference, with the theme “Year of Reforms – Transforming for the Future,” brought together top civilian and military leaders to discuss future strategies for defence and national security, underscoring the government’s focus on modernizing India’s military and strategic planning.
Bihar: Multi-Sectoral Push
- Key Projects:
- Purnea Airport new terminal building.
- A 3×800 MW thermal power project at Bhagalpur.
- Kosi–Mechi River Link Project (Phase 1) to address water management.
- Launch of the National Makhana Board to support local farmers and exports.
- Significance: This leg of the tour involved the largest investment, at ₹36,000 crore, focusing on diverse sectors like aviation, energy, water resource management, and agriculture. The launch of the National Makhana Board and distribution of funds under schemes like DAY-NRLM and PMAY highlight a focus on rural development and farmer welfare.
