NAVYA Initiative: Empowers Adolescent Girls Through Vocational Training

The NAVYA initiative, which stands for Nurturing Aspirations through Vocational Training for Young Adolescent Girls, launched in June 2025. This program is a collaborative effort between the Ministry of Skill Development and Entrepreneurship (MSDE) and the Ministry of Women and Child Development (MWCD). NAVYA is designed to equip adolescent girls aged 16 to 18 with essential skills, particularly focusing on underserved and tribal areas, with an initial goal of reaching 3,850 girls. The program combines vocational training with vital life skills to boost employability, confidence, and entrepreneurial spirit.

Background and Launch

NAVYA was launched in Sonbhadra, Uttar Pradesh, targeting girls who have completed at least their tenth grade. The initiative incorporates flagship programs like the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and PM Vishwakarma, which offer training tailored to meet the demands of emerging and non-traditional job sectors. The overarching aim is to close the gap between education and employment opportunities.

Training Focus and Sectors Covered

NAVYA provides training across a variety of fields, including digital marketing, cybersecurity, AI services, graphic design, drone assembly, professional makeup artistry, CCTV installation, and solar photovoltaic systems. By merging traditional skills with modern tech roles, the program ensures that participants are well-prepared for today’s job market, enhancing their employment prospects.

Holistic Development Modules

The initiative offers supplementary modules on health, nutrition, hygiene, financial literacy, life skills, and legal awareness. These components are designed to empower girls beyond just technical know-how, covering essential interpersonal skills, communication, workplace safety, and financial management. This comprehensive approach fosters greater socio-economic independence.

Promoting Employability and Entrepreneurship

NAVYA links trainees with internships, apprenticeships, and self-employment opportunities, helping them step directly into job markets or start their own ventures.

Implementation and Geographic Reach

The program was inaugurated in Sonbhadra, Uttar Pradesh, and specifically focuses on underserved, tribal, and remote areas, covering 3,850 girls across 27 Aspirational and North-Eastern districts in 19 states.

Currently, NAVYA is being piloted across 9 districts in 9 states, including:

Integration with National Schemes

NAVYA aligns with PMKVY 4.0, which promotes free short-term training and certification for youth. It also complements the PM Vishwakarma scheme that supports traditional artisans with modern tools and financial aid. Together, these schemes strengthen vocational training and cultural preservation.
