The Aspirational Districts Programme (ADP), which started in January 2018 under the NITI Aayog, aims to revitalize 112 of India’s most underdeveloped districts across 27 states. The initiative targets essential areas like health, education, agriculture, and infrastructure, with a strong emphasis on collaboration, convergence, and a spirit of competition.
Key Points:
The ADP aims to rapidly improve the socio-economic status of 112 identified districts across 27 states.
Focus Areas:
The program prioritizes key areas like:
- Health & Nutrition
- Education
- Agriculture & Water Resources
- Financial Inclusion & Skill Development
- Infrastructure
Approach:
The program emphasizes a “3C” approach:
- Convergence: Synergizing central and state government schemes and funding.
- Collaboration: Working together between central, state, and district-level officials.
- Competition: Encouraging districts to compete for improvement through monthly delta rankings.
Monitoring progress is done through 49 Key Performance Indicators (KPIs) that cover five key thematic areas. Implementation of the program is led by NITI Aayog, with states taking the lead and individual ministries tasked with ensuring progress in specific districts. The Champions of Change Dashboard provides a delta-ranking of Aspirational Districts along with the performance metrics for all districts. The Aspirational Blocks Programme (ABP) was introduced in 2023, building on the success of the ADP, and aims to enhance access to essential government services in 500 blocks nationwide.
