
The Assam Disaster Resilient Hill Area Roads Development Project (ADRHARDP) is a ₹3,875 crore project that will improve and maintain 348 km of road infrastructure in the hills of Assam (Dima Hasao) through a loan worth $350 to $400 million from the World Bank. The ADRHARDP, which is being carried out by the Assam Public Works Department (APWD), will improve connectivity, construct climate-change-resilient roads, and provide better drainage and slope stabilization. By improving last-mile connectivity, the project is expected to reduce travel time and enhance access to markets, health, and education for nearly 1.9 lakh people, particularly in tribal and rural areas.
The initiative also integrates modern transport and logistics hubs with truck and container bays, public transport facilities, and EV charging points. Improved road connectivity is projected to expand employment access for over 50,000 youth, linking infrastructure development with livelihoods and regional resilience.
Key Aspects of the Project:
- Target Area: Primarily the Dima Hasao district, with potential expansion to Karbi Anglong and West Karbi Anglong districts.
- Objective: Upgrade roads from single-lane to two-lane, rehabilitate existing roads, and strengthen, build, or repair bridges and culverts.
- Resilience Measures: Implementation of advanced slope protection measures, improved drainage systems, and early warning systems to mitigate landslide and flood risks.
- Development Impact: Improve access to markets and services for nearly 190,000 residents in tribal and rural areas.
- Timeline: Approved in early 2026, with planning documents emerging throughout 2025.
