Assam Launches Eti Koli Duti Paat Scheme for Tea Workers

The State of Assam has taken a significant welfare step for its tea garden communities by announcing a new financial support scheme. The Assam government has launched the Mukhya Mantrir Eti Koli Duti Paat Scheme to provide one-time financial assistance to tea garden workers across the state. The initiative acknowledges the historic contribution of tea workers to the state’s economy and aims to strengthen social security, dignity and inclusive growth across Assam’s tea-growing regions.

Key Features & Benefits

  • Financial Assistance: Eligible tea garden workers receive a one-time grant of ₹5,000.
  • Target Beneficiaries: Over 6 lakh workers, including both permanent and casual labourers across 836 tea gardens.
  • Total Outlay: The state government has earmarked more than ₹300 crore (specifically ₹342 crore in budget sanctions) for this rollout.
  • Welfare Infrastructure: Alongside the cash grant, the government inaugurated mobile crèches and mobile toilet services to improve sanitation, childcare, and workplace dignity for tea garden workers.

One-Time Financial Assistance for Tea Workers

Under this initiative, more than Rs. 300 crore will be distributed as a one-time aid of Rs. 5,000 to over six lakh tea garden workers, including both permanent and casual laborers. This support will reach workers across 836 tea gardens in 27 districts and 73 legislative assembly constituencies. The Chief Minister assured that budgetary provisions have been set up to guarantee the scheme is implemented fully and on time.

Childcare, Health and Workplace Dignity Measures

During the event, Sarma also launched mobile creches and mobile toilet services for tea garden areas. These programs aim to enhance childcare, health, dignity, and safety for workers, particularly women. He mentioned that the introduction of Eti Koli Duti Paat fulfilled a significant election promise and showcased the government’s dedication to inclusive development.

Two Centuries of Assam’s Tea Industry

Reflecting on the 200-year history of Assam’s tea industry, the Chief Minister pointed out that while Assam tea is enjoyed all over India and beyond, the hard work of tea workers often goes unrecognized. He stressed that pride in Assam tea should go hand in hand with pride in the workers who keep the industry thriving. Citing Prime Minister Narendra Modi, Sarma recalled his long-standing connection with tea and his focus on enhancing the socio-economic conditions of tea garden communities.
