The Developing Countries Trading Scheme (DCTS) is a trade initiative from the UK government that launched in 2023. Its main goal is to lend a helping hand to developing and least developed countries by giving them preferential access to the UK market. This new scheme takes the place of the UK’s former Generalised Scheme of Preferences (GSP) that was in place after Brexit, and it fits right into the country’s independent trade policy.
Objectives of DCTS
• Encouraging inclusive and sustainable economic growth in developing countries
• Reducing poverty through trade opportunities
• Making the UK’s trade preferences easier to understand
• Strengthening global supply chains while cutting costs for UK consumers and businesses
Key Features
• Tariff Reductions: Reduced or even zero tariffs on more than 85% of goods coming from eligible countries.
• Simplified Rules of Origin: Exporters can now more easily meet the requirements to qualify for these preferences.
• Flexible Cumulative Rules: This allows for the use of materials sourced from other developing nations.
• No Reciprocity Required: Countries benefiting from this arrangement don’t have to provide the UK with equivalent access.
Categories of Beneficiaries
The DCTS has three main tiers:
- Least Developed Countries (LDCs) – Benefit from duty-free, quota-free access for almost all goods.
- Lower-Middle Income Countries – Enjoy generous tariff cuts on thousands of products.
- Other Developing Countries – Some preferences, with fewer tariff reductions than LDCs.
Examples of countries benefiting from DCTS include:
- Bangladesh, Ethiopia, and Mozambique (LDCs)
- India, Nigeria, and Vietnam (Lower-Middle Income)
Impact and Significance
- Promotes export-led growth in developing nations
- Encourages diversification of economies and reduction of dependence on aid
- Strengthens UK’s global trade ties, especially with Africa and Asia
- Reduces costs of imported goods for UK consumers
Complementary to Global Trade Goals
The DCTS aligns with the UN Sustainable Development Goals (SDGs), particularly Goal 1 (No Poverty), Goal 8 (Decent Work and Economic Growth), and Goal 17 (Partnerships for the Goals).
