
The Ministry of Development of North Eastern Region (MDoNER) has made the decision to foreclose four schemes in Assam with total worth of ₹19.77 crore and to return ₹7.68 crore by the state to the Centre. The decision to foreclose was made during 58th EIMC meeting of NESIDS-OTRI held in New Delhi due to delays and non-completion of the projects.
The projects are Haflong Water Supply Scheme, Greater Mahur Town Water Supply Scheme, Demow–Dehing Road improvement, and road from NH-31 to Kashimpur Suplekuchi. During inspection, each project scored poorly, with scores ranging from 3–5, delayed payment by contractor and damaged infrastructure. Therefore, the case was foreclosed with full refund or ‘as is where is’ settlement.
Projects Foreclosed:
- Haflong Water Supply Scheme (Dima Hasao) – ₹1.42 crore; refund: ₹0.65 crore.
- Greater Mahur Town Water Supply Scheme (Dima Hasao) – ₹5.12 crore; refund: ₹1.61 crore.
- Improvement of Demow–Dehing Road (10.125 km with R.C.C bridge) – ₹7.60 crore; refund: ₹5.42 crore.
- Construction of road from NH-31 to Kashimpur Suplekuchi – ₹5.63 crore.
Reasons for Foreclosure:
- Delayed payments to contractors.
- Natural calamities damaging infrastructure (e.g., washed-out water source at Nomjang).
- Non-functional facilities (e.g., Chemical House).
- Poor outcome scores (3–5 during inspection).
