E-Bill System for Fertiliser Subsidies

E-Bill System for Fertiliser Subsidies

The e-Bill System is an end-to-end digital platform that replaces the earlier manual, paper-based process for fertiliser subsidy payments. Through this system, subsidy bills are submitted, processed, tracked and paid entirely online, creating a single streamlined workflow.

Implemented by the Ministry of Chemicals and Fertilizers, the platform is designed to make subsidy disbursal timely, transparent and accountable. By enabling digital records and audit trails, it strengthens financial control and significantly improves efficiency in subsidy management.

Key Features and Benefits

  • Complete Digital Workflow: Replaces manual, paper-based submissions with an online system, speeding up the approval process.
  • Real-Time Tracking: Fertiliser companies can monitor their claims’ status in real-time through a centralized dashboard.
  • Improved Transparency: Reduces fraud and delays in subsidy disbursement to companies, ensuring better compliance.
  • FIFO Mechanism: Uses a First-In, First-Out rule-based system to ensure fair and predictable bill clearance.
  • Integration: The system is integrated with the Integrated Fertilizers Management System (iFMS) and PFMS for seamless, end-to-end processing.
  • Scope: The system manages subsidies for phosphatic and potassic (P&K) fertilizers under the Nutrient-Based Subsidy (NBS) scheme.
