The coast guards from QUAD countries (India, Japan, the United States, and Australia) have launched the QUAD at Sea Ship Observer Mission. This mission will further maritime cooperation throughout the Indo-Pacific region as a way to strengthen operational connectivity with the QUAD member countries and promote a rules-based maritime order. The mission is compliant with the Wilmington Declaration (signed at the QUAD Leaders’ Summit September 2024).
QUAD at Sea Ship Observer Mission
The QUAD at Sea Ship Observer Mission is the first of its kind between the coast guards of QUAD nations, with two officers each from the participating countries (including women officers) onboard the US Coast Guard Cutter Stratton, which is travelling to Guam. The mission denotes a collective commitment to maritime security and operational connection.
Strategic Maritime Vision of SAGAR
India’s participation in this mission conveys the importance of its strategic maritime vision known as SAGAR (Security and Growth for All in the Region) which aims to maintain regional stability and security and to advance collaborative efforts among Indo-Pacific countries. The mission is consistent with India’s overall initiatives from the Indo-Pacific Oceans Initiative (IPOI).
Objectives of the Initiative
The overall objectives of the QUAD at Sea Ship Observer Mission are to improve coast guard interoperability, increase domain awareness, and strengthen operational readiness. This initiative seeks to provide a collaborative framework to address complex maritime issues in a sustainable manner in the Indo-Pacific region.
Importance of Maritime Governance
The mission is important for strengthening maritime governance. It calls for a free, open, inclusive, and rules-based maritime order. Maritime governance is critical because it supports the safety and security of the maritime domain and shared prosperity among the QUAD states.
Future Prospects
The QUAD at Sea initiative has set the stage for future combined missions across the Indo-Pacific and is likely to lead to more joint operations and deeper cooperation among coast guards. It will lay the groundwork for future cooperation and help build trust and resilience to tackle changing maritime threats.
Broader Context of Indo-Pacific Cooperation
The QUAD countries working together results from a growing awareness of the importance of maritime security in the Indo-Pacific. As global maritime challenges continue to grow in complexity, collective efforts between like-minded countries will become more important than ever. The QUAD at Sea initiative has moved us toward that goal.
