Federal water governance ecosystem

A slew of bills on water awaits Parliament’s approval. Recently, two bills related to water governance were passed by the Lok Sabha viz. the Interstate River Water Disputes Amendment Bill 2019 and the Dam Safety Bill 2019. These bills seek to deal with the emerging challenges of inter-state water governance in India.

The Interstate River Water Disputes Amendment Bill 2019

The Inter-State River Water Disputes (Amendment) Bill, 2019 was introduced in Lok Sabha on July 25, 2019 by the Minister of Jal Shakti, Mr. Gajendra Singh Shekhawat. It amends the Inter-State River Water Disputes Act, 1956.  The Act provides for the adjudication of disputes relating to waters of inter-state rivers and river valleys. The bill seeks to improve the inter-state water disputes resolution by setting up a permanent tribunal supported by a deliberative mechanism, the dispute resolution committee.

The Dam Safety Bill, 2019

The bills provides for the surveillance, inspection, operation, and maintenance of specified dams, with the help of a comprehensive federal institutional framework comprising committees and authorities for dam safety at national and state levels. It constitutes two national bodies: the National Committee on Dam Safety, whose functions include evolving policies and recommending regulations regarding dam safety standards; and the National Dam Safety Authority, whose functions include implementing policies of the National Committee, providing technical assistance to State Dam Safety Organisations (SDSOs), and resolving matters between SDSOs of states or between a SDSO and any dam owner in that state.

Jal Jeevan Mission JJM

Jal Jeevan Mission is a central government’s leading step to provide safe and adequate drinking water through individual household tap connections by 2024 to all households in rural India. The programme will also implement source sustainability measures as mandatory elements, such as recharge and reuse through grey water management, water conservation, rain water harvesting.

The objective of the Mission is to provide piped water supply (Har Ghar Jal) to all rural and urban households by 2024. The Jal Jeevan Mission will converge with other Central and State Government Schemes to achieve its objectives of sustainable water supply management across the country. The central assistance through JJM is an opportunity to open a dialogue with the States to address federal water governance gap.
