Under Article 340 of the Indian Constitution, the President can establish a commission to investigate the status of socially and educationally backward classes. The role of this commission is to offer recommendations that could lead to better living conditions for these communities.

Responsibilities of the commission 

  • Investigate the conditions of the backward classes
  • Investigate the difficulties faced by these classes
  • Make recommendations for improving the conditions of these classes
  • Make recommendations for grants to improve the conditions of these classes
  • Define the procedure to be followed by the commission

Once the investigation is complete, the commission submits a report to the President. This document details the facts uncovered during the investigation and provides recommendations aimed at improving the situation for backward classes. In terms of action, the President ensures that a copy of the report is shared with each House of Parliament. The Indian government is dedicated to promoting the social and educational advancement of backward classes. As for the history of Article 340, it was brought into existence in 1949 by the Kaka Kalelkar commission, marking the beginning of the Backward Classes Commission in India.
