Cabinet Approves ₹2,278 Crore for CSIR’s Capacity Building Scheme

The Cabinet, led by Prime Minister Shri Narendra Modi, has approved the Department of Scientific and Industrial Research / Council of Scientific and Industrial Research (DSIR/CSIR) Scheme focused on “Capacity Building and Human Resource Development.” This initiative comes with a hefty budget of Rs. 2277.397 crore, covering the period from 2021-22 to 2025-26, as part of the Fifteenth Finance Commission Cycle.

The scheme is implemented by the CSIR and will cover all R&D institutions, national laboratories, Institutes of National Importance, Institutes of Eminence, and Universities across the country. This initiative aims to create a broad platform for young, passionate researchers who are eager to forge careers in universities, industry, national R&D labs, and academic institutions. With guidance from distinguished scientists and professors, the scheme is set to promote growth in the fields of Science, Technology & Engineering, Medical, and Mathematical Sciences (STEMM).

The initiative plays a key role in boosting the number of researchers for every million people. It’s a significant step forward for India as it works towards achieving Sustainable Development Goals in the fields of science and technology. In 2024, India climbed to 39th place in the Global Innovation Index, showcasing a notable increase in research output. According to the National Science Foundation in the USA, India ranks among the top three countries globally for scientific paper publications. This scheme has truly accelerated India’s research and development capabilities, unlocking its potential for innovation.

CSIR, with 84 years of service, is the key implementing agency. The government’s vision is to build a strong innovation ecosystem driven by research excellence. The scheme aligns with national priorities to establish India as a global leader in science and technology in the 21st century. It encourages collaboration among academia, industry, and research institutions.
