Academic credit bank for almost 300 top institutions

The Central government plans to officially roll out some initiatives promised in the policy, such as a credit transfer system that will allow multiple entry and exit options in higher education, as well as engineering programmes in regional languages.

However, other promised reforms such as the Higher Education Commission of India (HECI), the four-year undergraduate degree, and the common university entrance test, are not ready yet.

The Academic Bank of Credit will be rolled out for students in over 290 top institutions from the current academic year 2021-22 onwards.

All institutions in the top 100 of the National Institutional Ranking Framework as well as those who have achieved an A grade under the National Assessment and Accreditation Council will be allowed to participate in the credit transfer system, which will also allow multiple entry and exit options for students.

The Supreme Court recently held that lawmakers cannot indulge in criminal acts on the Parliament or Assembly floors and then take cover behind the right to free speech.

The court refused the Kerala government’s plea to withdraw prosecution of top Left Democratic Front (LDF)leaders accused of vandalism and wanton destruction of public property on the Assembly floor during a Budget speech in 2015.

Acts of vandalism cannot be said to be manifestations of freedom of speech and be termed as ‘proceedings’ of the Assembly.

It was not the intention of the drafters of the Constitution to extend the interpretation of ‘freedom of speech’ to include criminal acts by placing them under a veil of protest.

Legislators cannot unleash violence, run riot in Parliament or a Legislative Assembly and then claim parliamentary privilege and immunity from criminal prosecution. Parliamentary privileges and immunities are not “gateways” for legislators to claim exception from the law of the land, especially criminal law.

The court explained that the purpose of bestowing privileges and immunities to elected members of the legislature was to enable them to perform their “essential functions” without hindrance, fear or favour. The ‘essential’ function of the House is collective deliberation and decision-making.

In 1930, Friendship Day was first organised by the founder of Hallmark Cards, Joyce Hall. He intended this day to be celebrated on August 2; a day when people would come together and celebrate their camaraderie.

An International Friendship Day was first proposed on July 30, 1958 by the World Friendship Crusade, an international civil organisation that campaigns to foster peaceful culture through friendship.

July 30 marks the celebration of the System Administrator Appreciation Day this year. Also known as SysAdmin Day, this day originated to pay tribute to the service meted out by IT professionals.

A system administrator named Ted Kekatos conceived of this System Administrator Appreciation Day to acknowledge sysadmins’ contribution all over the world in the IT industry.

The first System Administrator Appreciation Day was celebrated on July 28, 2000. Kekatos was inspired to create the special day by a Hewlett-Packard magazine advertisement in which a system administrator is presented with flowers and fruit-baskets by grateful co-workers as thanks for installing new printers.

Parliament passed Factoring Regulation (Amendment) Bill, 2021

Parliament has passed the Factoring Regulation (Amendment) Bill, 2021 with the Rajya Sabha approving it recently. The bill has already been passed by the Lok Sabha.

The bill seeks to amend the Factoring Regulation Act, 2011 to widen the scope of entities which can engage in factoring business.

Factoring business is a business where an entity acquires the receivables of another entity for an amount.

Factor can be a bank, a registered non-banking financial company or any company registered under the Companies Act.

Centre to provide reservation for OBCs, EWS in medical courses

Home Minister Amit Shah welcomed the decision to provide reservation for OBC category for Economically Weaker Sections (EWS) in medical education saying it is a historic decision.

Centre decided to provide 27 per cent reservation for OBC category and 10 per cent reservation for economically weaker sections in All India Quota Scheme in undergraduate and postgraduates in the medical education.

The AIQ scheme consists of 15% of total available undergraduate seats and 50% of total available postgraduate seats in government medical colleges.

There was no reservation in the AIQ scheme till 2007. Subsequently, the Supreme Court introduced reservations of 15% for Scheduled Castes and 7.5% for Scheduled Tribes in the AIQ scheme.

To reserve seats for students belonging to the EWS category, a constitutional amendment was made in 2019, enabling the provision of 10% reservation.

Accordingly, seats in medical and dental colleges were increased over two years in 2019-20 and 2020-21 to accommodate more students so that the total number of seats available for the unreserved category do not reduce.

Central Government of India has denied any instance of data leak from the Aadhaar database.

Aadhaar was designed as a digital identity platform which is inclusive, unique and can be authenticated to participate in any digital transaction.

This has transformed the service delivery in our country, conveniencing residents and reducing leakages.

Direct benefit transfer, subscription to various services and authentication at the point of service delivery are some of the benefits which have accrued.

Aadhaar followed the principle of incorporating privacy by design, a concept which states that IT projects should be designed with privacy in mind.

Aadhar collects only minimal data, just sufficient to establish identity. This irreducible set contained only four elements: name, gender, age and communication address of the resident.

Under the scheme, random numbers with no intelligence are issued. This ensures that no profiling can be done as the number does not disclose anything about the person.

The Aadhaar Act also has clear restrictions on data sharing. No data download is permitted, search is not allowed and the only response which UIDAI gives to an authentication request is ‘yes’ or ‘no’. No personal information is divulged.

Besides the minimal data which UIDAI has about a person, it does not keep any data except the logs of authentication. It does not know the purpose of authentication. The transaction details remain with the concerned agency and not with UIDAI.

UIDAI has also built a facility wherein one can ‘lock’ the Aadhaar number and disable it from any type of authentication for a period of one’s choice, guarding against any potential misuse.

An 8.2 magnitude earthquake struck off the Alaskan peninsula prompting a tsunami warning. The earthquake hit 91 kilometers southeast of the town of Perryville. The US Government issued a tsunami warning for south Alaska and the Alaskan peninsula.

A tsunami watch was also issued for Hawaii, meaning residents are required to stay away from beaches. Five aftershocks were recorded within 90 minutes of the earthquake, the largest with a magnitude of 6.2.

A 7.5 magnitude earthquake also caused tsunami waves in Alaska’s southern coast in October, but no casualties were reported.

Alaska is part of the seismically active Pacific Ring of Fire. Alaska was hit by a 9.2-magnitude earthquake in March 1964, the strongest ever recorded in North America.

The Odisha government has implemented the one nation one ration card scheme. Chief Minister Naveen Patnaik launched the scheme across the state.

The scheme allows the beneficiaries to lift his or her quota of foodgrains from any of the fair price shops of his or her choice, both within and outside the state.

Inside the state alone, the beneficiaries will have more than 10000 fair price shops for their ration, to choose from.

The state government also launched a vitamin-added rice distribution scheme under the public distribution system in the tribal dominated and remote district of Malkangiri as a pilot project.

The scheme is supposed to address the nutritional needs, particularly of the women and children.

The one nation one ration scheme by ensuring local accessibility of food grains across the nation, also ensures ease of living for millions of the poor and the needy.

In Jammu and Kashmir, J&K Mission Youth has launched the scheme to support coaching of students for various competitive examinations including Civil Services Examination.

The scheme will benefit 3000 meritorious and competitive students for coaching facilities, educational support and other requirements.

The scheme was announced by Lieutenant Governor, Manoj Sinha on 18th June 2021 while chairing the Governing Body of Mission Youth.

The draft guidelines proposed by Mission Youth have been approved by the Finance department and the scheme is now being formally launched.

This will cover various competitive examinations conducted by Union Public Service Commission, J&K Public Service Commission, Service Selection Board, Staff Selection Commissioner and various other recruitment authorities.

The Inland Vessels Bill 2021 was passed in Lok Sabha which was introduced in the House by Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal.

The Bill seeks to incorporate unified law for the country, instead of separate rules framed by the States.

The registration certificate under the new law will be considered valid all over the country, and separate permissions from States shall not be required.

The Bill also provides for a central database for recording the details of the vessels and their crew on an electronic portal.

The Bill promotes cheaper and safer navigation, ensures protection of life & cargo and brings uniformity in application of laws related to inland waterways & navigation.

Geo-imaging satellite for earth observation EOS-03 is scheduled for launch in the third quarter of 2021.

The satellite would enable near real-time monitoring of natural disasters like floods and cyclones. EOS-03 is capable of imaging the whole country 4-5 times daily.

In addition to natural disasters, EOS-03 would also enable monitoring of water bodies, crops, vegetation condition, forest cover changes etc.

A series of flash floods in Himachal Pradesh and the Union Territories of Jammu and Kashmir and damaged several residential houses, standing crops and a mini power plant.

Cloudbursts are short-duration, intense rainfall events over a small area.

According to the India Meteorological Department (IMD), it is a weather phenomenon with unexpected precipitation exceeding 100mm/h over a geographical region of approximately 20-30 square km.

A study published last year studied the meteorological factors behind the cloudburst over the Kedarnath region.

They analysed atmospheric pressure, atmospheric temperature, rainfall, cloud water content, cloud fraction, cloud particle radius, cloud mixing ratio, total cloud cover, wind speed, wind direction, and relative humidity during the cloudburst, before as well as after the cloudburst

A 2017 study of cloudbursts in the Indian Himalayas noted that most of the events occurred in the months of July and August.

Amagarh Fort of Jaipur is at the centre of a conflict between the tribal Meena community and local Hindu groups.

Members of the Meena community say the Amagarh Fort was built by a Meena ruler predating Rajput rule in Jaipur, and has been their holy site for centuries.

People from the community used to worship Amba Mata and other deities in the fort.

In June, following reports of idols being vandalised and hoisting of a saffron flag at the fort, Meena community members accused Hindu groups of trying to appropriate tribal symbols into the Hindutva fold, and of changing the name of Amba Mata to Ambika Bhawani.

It was initially conferred in every years in the fields of Literature, Art, Sport, and Science. Later the fields of Social Work, Journalism, and Public Administration and Health Services were included. The award is presented for outstanding achievement in their field.
